Study On The Subsidy Policy Of Guangzhou Urban Modern Agriculture

In recent years,the urban modern agriculture with multi-function has been developed rapidly,and the process of urban and rural integration has been speeding up,thanks to the rapid development of industrialization and urbanization.Different from the second and third industries,agriculture is weak,the government through the vigorous support of the agricultural subsidy means,safeguard the position of agriculture as the foundation of the national economy.At present,the agricultural subsidy policy still tilts to the economic function of agriculture,and the subsidies for the ecological environment protection and the social function of agriculture are far from perfect.Along with the change of the nature and functions of the city,Guangzhou city agriculture gradually to the modern urban agriculture in the ecological transformation of green agriculture,leisure agriculture,high-tech modern agriculture and other functions in one,the function of agriculture demands diversity of agricultural subsidy policy should be flexible.Guangzhou,as one of the first tier cities in China,takes the multi-function of agriculture as the theoretical basis,and probes into its urban modern agricultural subsidy policy.It is of great significance and popularization value.This paper takes Guangzhou urban modern agricultural subsidy policy as the discussion object,through reading literature,questionnaire survey and data collection method to analyze the status of implementation of Guangzhou urban modern agriculture subsidy policy issues and countermeasures.It is found that the implementation of the current agricultural subsidy policy in Guangzhou has played an active role in promoting the increase of farmers' income and promoting the development of agricultural economy.But there are also some problems,such as subsidies for the structure of a single,not multi function of urban modern agriculture service;agricultural subsidies legal system is not perfect,lack of stability and authority of policy;weaken the effectiveness of agricultural subsidy policy,the problem is not obvious promoting effect of grain yield are restricting the development of modern agriculture.In the light of the current shortcomings and the relevant practices at home and abroad,this paper puts forward some countermeasures and suggestions for the establishment and adjustment of the modern urban agricultural subsidy policy system in Guangzhou.
