The Study Of Improving Jiangyin VTS Service Function

With the continuous progress of science and technology,VTS service function is progressing, played a pivotal role in the development of modern shipping industry.China VTS after rapid development is currently in the stage of continuous improvement,for a long time, in the development of China's VTS,there is an argument about management or service which one is the first, management and service is not contradictory, service capacity improvement is the primary of China VTS development,because of Yangtze River water ship density is high, navigation conditions are complex,Construction of service-oriented VTS is particularly important.In 2007,Jiangyin MSA established a VTS in Jiangyin Port,after ten years of development,Jiangyin VTS service capacity significantly enhance in the long-term,ensure the waters sailing safety and efficiency in jiangyin port. Jiangyin VTS rapid development and also faces many problems, public service positioning is not accurate,the lack of public service concept, backward management mode, the implementation of laws and regulations get behind, the incentive mechanism is not perfect, the team is not stable,lack of innovation. These problems restricted the development of Jiangyin VTS service capacity. This paper analyzes these problems from the perspective of public management, analyzes the domestic and foreign VTS advanced practices, finds out the causes of these problems, and analyzes the basic situation of the service type Jiangyin VTS, and finds out the relevant countermeasures to enhance the service capability of Jiangyin VTS.
