Research On Food Safety Regulation Mechanism

"Food for the people,food to safety for the first",food safety and personal life and life are closely related.General Secretary Xi Jinping on May 29,2015,the Central Political Bureau of the twenty-third collective study stressed that the use of the most stringent standards,the most stringent supervision,the most severe punishment,the most serious accountability to speed up the establishment of scientific improvement of the food safety management system.To protect people's "safety on the tongue",to achieve the goal of building a well-off society in an all-round way,to improve the party's ability to govern and the level of governance,to build a harmonious and stable society,the establishment of the rule of law is of great significance.Why food safety problems occurs frequently,and how to solve the problem of food safety,has become a hot topic in recent years in academic research.The author believes that China's food safety problems can be attributed to the reasons for regulatory,regulatory objects and regulatory policy tools in three areas.In China's food safety regulation process,such as local protection,political corruption,law enforcement,lax enforcement,illegal and so on.This is because China's food safety in the field of regulatory system is set unreasonable,lack of responsibility to pursue the implementation mechanism.Therefore,this paper will focus on the food safety regulatory mechanism,trying to use this as a breakthrough point to solve China's food safety regulation.This paper is divided into four parts,the first part of the food safety regulatory mechanism for an overview.The second part is the analysis of the problems and the impact of the food safety regulation mechanism in our country.The main problems are mainly in the three aspects: the lack of responsibility and supervision of the supervisory authority,the lack of moral hazard of the regulatory object and the inefficiency of the policy tools.To China's huge economic losses,to regulate corruption and credibility decline,bad social impact.The third part analyzes the causes of the failure of food safety regulation mechanism,mainly from the six aspects of democratic power control mechanism,regulation system,food industry,laws and regulations,public supervision and supervision strategy.The fourth part puts forward the concrete suggestion of perfecting the food safety regulation mechanism,including strengthening the power restriction of the supervisory subject,strengthening the division of responsibilities and the corporate responsibility system,and adopting the new supervisionstrategy.
