The Research Of The Appropriate Scale Management Of Land With Rural-urbanization

China’s urbanization lags behind industrialization,urbanization lags behind the urbanization of land,which is due to the transfer of rural labor force to the city caused by.Rural urbanization is an inevitable choice for China to build a well-off society in an all-round way and realize modernization.In the process of urbanization,agriculture,farmers and rural areas are the eternal "three rural" issues,and the rural land property rights system is the core of this problem.2014 central 1 document also proposed,to deepen the reform of rural land system,the policy of moderate scale management.The new urbanization and industrialization,informatization,modernization of agriculture listed as "new four modernizations",to promote a new round of China’s economic development.The development of the city and farmland protection are two aspects of a problem in the development of economy,agriculture is the foundation of survival and development of the city,city development must be cultivated area and land carrying capacity coordination problems and the development of the city scale considerations.Land urbanization is the important basic elements of economic development,the allocation of land resource requirements of land resources and land resources concentrated flow,flow can promote the labor,capital and technology flow and re configuration,thus indirectly promote the flow of resources in urban and rural areas,promote the development of urbanization.It can be seen that the moderate scale management of agricultural land can only be carried out under the background of urbanization.The two mutual promotion,mutual dependence.This paper mainly uses literature analysis,comprehensive analysis and case analysis method,firstly introduces the related concepts of rural urbanization and farmland moderate scale management and the basic theory and the related research,provide a theoretical basis for the thesis;in the rural urbanization as the research background,from three aspects of peasant household,enterprise and government,to promote the moderate farmland scale management problems are analyzed.Finally,it discusses and puts forward the specific policy choice to promote the moderate scale management of agricultural land.In order to better understand the reform of rural land system and the appropriate scale of operation,in order to promote the development of rural urbanization,and put forward some suggestions for reference.
