The mainly reasons for the problem: firstly, the content of the policy is not reasonable, the compensation can not make up for the economic losses of herdsmen,livestock limited lack of flexibility, compensation is only a form of economic compensation;secondly, the government' s working is not in place, the government propaganda policy; after that, low social security level, resulting in herdsmen had to use ecological compensation for education, medical and other aspects; final, the single mode of economic development and the low input of compensation.
