Research On Synergy Governance Of Chang-Zhu-Tan Area Science And Technology Policy For Independent Innovation

Scientific and technical independent innovations are required more due to the upgrade of regional economic and the exchange of motive of economic growth in the context of China's New Normal.The development with growing economic integration trend,management and govern traditional regional science technology have to new challenges.Regional science and technology policy is the basic support of regional economic development.It is necessary to establish regional collaborative governance model that encourage multi subject participation,partnership and sharing of benefits and risk.Only by doing this can enhance the ability of regional independent innovation.As the forerunner of the regional integration of the six provinces in the central region,the Chang-Zhu-Tan region agglomeration has been hailed as "China's first case of regional economic integration experiment".Despite making a series of explorations on regional science and technology administrative system linkage,the technology policy of administrative region separation and fragmentation tendency,in different degrees,still restricts the promotion of regional science and technology innovation ability,and then influence regional economic integration development.In December 2014,the State Council approved that the national high-tech zones of Changsha,Zhuzhou,and Xiangtan to build national independent innovation demonstration area,which bring new opportunities to the development of Chang-Zhu-Tan region agglomeration independent innovation.However,it is an important issue that how to promote the regional synergistic governance of science and technology policy,enhance the capability of regional scientific and technological innovation,and build the engine of the Chang-Zhu-Tan region agglomeration into Hunan and even the central region.Based on this,it is of great significance both theoretically and practically that taking science and technology policy elements and regional synergy related concepts as the starting point,using the advantage of demonstration area in the independent innovation related policies and the regional collaborative governance model,and promoting the comprehensive management of science and technology policy administrative regions to improve regional independent innovation vitality,and propel regional economic and industrial upgrading,and economic growth kinetic energy conversion.This paper analyzes the role of science and technology policy in regional cooperation onthe development of regional independent innovation,and explains the important role of science and technology policy in promoting scientific and technological innovation and progress,and guiding enterprises to independent innovation.By using SWOT model,the author analyzes the strength,weakness,opportunities and threat of regional cooperation of Chang-Zhu-Tan science and technology policy.It has been pointed out that the inter-regional coordination mechanism of regional synergistic governance of Chang-Zhu-Tan science and technology policy is imperfect,lack of interregional synergies and public participation etc.Then,successful experience has been studied,such as Jing-Jin-Yi region,Pan-Pearl-river delta region and Hefei-Wuhu-Bengbu pilot region in the practice of inter-regional synergistic governance of science and technology policy,and the policy cooperation in regional independent innovation.Based on that,it tries to find a suitable cooperative governance model for Chang-Zhu-Tan.To summary,on the basis of succeeds experience of the national and international urban agglomeration and combined with the practical experience of Chang-Zhu-Tan region agglomeration proposal three reverse optimization direction,establish a multi-objective partnership,improve the networks information for share and construct a cooperative governance guarantee mechanism to optimize the further Chang-Zhu-Tan science and technology policy regional collaborative governance countermeasures and suggestions.
