During the era of “new normal”,negative effects of long-term unreasonable structure in China's economic development process have became increasingly prominent.General Secretary Xi Jinping put forward the "supply-side reform" at the Central Finance and Leading Group meeting for the first time in November,2015.The meeting suggests that we have to focus on expanding aggregate demand appropriately,strengthening the supply-side structural reform,improving the quality and efficiency of supply system,finding new growth momentum,which propelled social productivity as a whole.The entire steel industry is having a difficult period with production and operation problems.Steel market is saturated,raw material price continues to rise,environmental protection policy is carried out strictly,product structure is single,which all add the iron and steel enterprises to the survival edge.In order to win out over other competitors in steel industry,an enterprise must clarify the future mission and orientation and make appropriate adjustments in business strategy,supplemented with effective performance management system.Based on the present performance evaluation system of X steel company,this paper analyzes the existing problems and reasons of this system in supply-side reform.Then combined with the strategic map and balance scorecard(BSC),this article proposes recommendations and implementation measures to adapt the system to the company's strategic goal in this reform t.It is hoped that this article will give others in the industry a certain guiding significance.Iron enterprises are expected to develop their own strategic management and performance evaluation system and complete transformation in this reform,so as to promote industrial upgrading and fundamentally solve the problem of overcapacity in steel industry.
