China population conditions into account the food quality and safety of agricultural policy and food security.Focus on food safety from the perspective of quantity,the current domestic food supply Chinese in the period of the highest level;in 2014 to achieve eleventh years of continuous growth of total grain yield,harvest more than 6 tons.However,this paper argues that the solution to obtain the food supply level of achievement is not equal to the Chinese amount of food safety issues,because the weak grain production showed the face of meteorological disasters.China has an uneven distribution of rain,light and heat resources,influence of grain yield and comprehensive production capacity.Since ancient times,unavoidable problems of meteorological disasters are around in the process of agricultural production.Due to the impact of meteorological disasters,the disaster area has taken a variety of adaptive behaviors affected after coping behavior,also has the active nature of the management behavior of a rainy day.The main content of this paper is concerned,what disaster adaptive behavior can effectively restore production,which can optimize the disaster adaptive behavior of regional agricultural resource allocation.Through this study,in order to provide reference for enhancing resilience,department of agriculture,rational allocation of resources,food security and disaster.The following is the research context of this thesis.First,this paper analyzes concepts of agro meteorological disasters and disaster adaptation,combing the literature of agricultural disasters and agricultural production,expounds the main research reasons of the corn crop and two kinds of drought and flood disasters,proposes the research framework.Then,change and current situation of cultivation and production of this paper outlines the national level of maize,introduced six corn planting area of the natural conditions,analysis and trend of drought and floods in recent years.In the empirical part,fixed effect model we construct disaster adaptive behaviors on maize yields,with statistically significant to judge the disaster regions mainly adopt adaptive behavior.On this basis,through non parametric data envelopment analysis to calculate the northern spring maize area,Huang Huai summer four maize producing areas of corn area,southwest mountain area and hilly area of southern corn corn production efficiency,again by means of fixed effect model of disaster adaptability to influence the efficiency of resource allocation.This paper found that passive coping behavior and early prevention behaviors have appeared to resist drought in each region.For logging,northern spring maize region and southern hilly region in maize early prevention act,Huanghuaihai Summer Maize Region and the southwest mountainous area of corn are both passive coping behavior,also have preventive actions in advance.In addition,drought adaptive behavior,the effect of passive coping behavior on the production efficiency to negative,to prevent the behavior influence on production efficiency to mainly positive.Effect of waterlogging prevention behaves on the production efficiency to mainly positive.According to the above research results,this paper puts forward simple policy recommendations for the situation of the district.The northern spring maize region against disaster should pay attention to the use of corn varieties breeding and plastic film;Huanghuaihai summer sowing maize area should focus on fertilizer application,changes in varieties and planting scale;mountainous area of Southwest maize zone should be maize varieties and agricultural use as the center of disaster mitigation;and South Hills area of maize should focus on varieties and the construction of water conservancy facilities.In addition,the paper also puts forward some suggestions for the promotion of machinery,farmers training and technical guidance,as well as the construction of the corn market.
