A Study On The Performance Evaluation Of Urban Parking Industrialization

With the continuous improvement of the level of urban motorization,parking supply and demand has become increasingly prominent.As a public product,parking facilities are requiring a huge financial resource to invest in construction,operation and maintenance.With the gradually expansion of the gap in parking demand,and the significantly lack of the government investment,so it urgent need to introduce private capital construction;At the same time,the existing parking facilities can not fully play a function,which need to introduce market competition mechanism to optimize the allocation of resources;lack of standardized management in the management of the scale,also hindering the effective solution to the difficult parking problems.This series of factors,making more and more countries and regions began to focus on the development of parking industry,this project of parking transition from non-economic activities to economic activities.At present,the domestic parking industry is in the initial stage.For the concept,the direction of development,the whole system construction awareness,which is not clear.On the basis of redefining the concept of parking industrialization and integrating the industrial chain,this paper constructs the performance evaluation system of urban parking industrialization from three aspects: horizontal assessment,performance evaluation and public policy performance evaluation.The system analyzes are not only from the "input-output" economic efficiency perspective,but also take into account the public policy response,which is a comprehensive consideration of social benefits and public satisfaction.And using the evaluation system to study the parking industrialization in Hangzhou,comprehensively evaluate the economic and social benefits,and deeply explore the policy factors,system obstacles,management errors and obstacles to the development of parking industry.On the basis of this,the author puts forward systematic optimization suggestions from four aspects: planning,policy,management and technology.
