The Study On The Development Of Agricultural Products Prices Insurance Under The "Insurance Plus Futures" Program In China

Abstract:In China,as a new type of agricultural price insurance under the "Insurance plus Futures" program has been widely concerned with the insurance industry and futures industry.This new program,which has broad prospects for development,combines the advantages of traditional agricultural products price insurance and agricultural products futures.It will not only change the pricing structure,risk transfer method of the original agricultural products price insurance,and state subsidies,but also proposes a new scheme of agricultural products price risk management.Agriculture,also called "mother industry",is a strategic industry to a stable nation.The price risk management of agricultural products is the premise to stabilize agricultural production and national food security.In 2016 and 2017,"Insurance plus Futures" program was put forward on the first document of the Central Committee of China for the first time and again.The success of pilot has been recognized from the national policy level.Popularize"Insurance plus Futures" program will have a powerful influence on the poverty alleviation work,agricultural production and the development of the insurance and futures.Hence,on the basis of the introduction of the operation condition and the pilot situation of "Insurance plus Futures" program,this paper tries to put forward some suggestions about the agricultural products price futures insurance under the "Insurance plus Futures" program.In this paper,the author is trying to use literature comprehensive analysis,comparative analysis,induction and deduction and other research methods to discuss the problems about the development of agricultural products price insurance,under the "Insurance plus Futures"program.First of all,this paper introduces the characteristics of the "Insurance plus Futures"program,and expounds the practical significance of the agricultural economy and the protection of farmers' income.Secondly,analyzing the "Insurance plus Futures" program to reveal the motivation and needs of the three parties involved.After that,this paper introduces the general pilot situation of the "Insurance plus Futures" program in China,and points out existing problems of the pilot projects in China with three innovative and representative cases.Finally,combining the agricultural products price insurance experience from United States and Canada and put forward suggestions for popularization work from the level of government,insurance company and futures company,in the forthcoming future.
