Climate change,air pollution and other problems go severe and the contradiction between supply and demand of non-renewable fossil energy,such as petroleum,coal and natural gas,become increasingly prominent.All countries in the world are seeking after green,clean,low-carbon and environmental-friendly development.Wind power and photovoltaic power generation enjoy the advantages of rich resources,rapid development and mature technology,so they become hot fields in the world's new energy research.After the release of "Renewable Energy Law" and a series of follow-up support for the development of new energy policies in 2006,China's new energy industry is developing rapidly;grid generating system,installed capability and generated electrical energy go up steadily and the power structure has been optimized constantly.Up to 2016,China has topped all other countries in the world for its installed capacity of wind power and photovoltaic power generation as well as increased generating capacity.As the downtown pressure on China's economy increases,the growth of demand of electric power energy slows down,and the consumption of new energy is deteriorating.In North China,Northeast China and Northwest China,the problem of "abandoning wind energy" and "abandoning photovoltaic power" is especially serious.Among them,Gansu province in the above regions is a typical one.The status quo of new energy consumption in Gansu province was analyzed on basis of the new energy consumption improvement at home and abroad,and with a focus on wind energy and photovoltaic power.The reasons for "abandoning wind energy" and "abandoning photovoltaic power" in Gansu province were summarized in perspective of peak regulation capacity,installed capacity,delivery channels and related mechanisms in Gansu province.Meanwhile,this paper pointed out that direct transaction of VIP consumer,captive power plant power generation right trade,energy transmission and other consumption-promotion countermeasures in Gansu province were unsatisfactory and they failed to solve the problem in essence;new energy consumption model and outbound transmission of wind energy,photovoltaic power and thermal power were created on basis of relevant literatures,together with Gansu's local energy consumption and outbound electricity transmission.With the consideration of power supply structure,daily load and external constraint in outbound power transmission in Gansu Province,the paper aims to maximize social benefits by using the software Lingo to get the optimal solutions of different scenarios.Analysis of the effect of energy consumption in Gansu province was made from multiple perspectives.The result showed that the two models have promoted new energy consumption in Gansu province in varying degrees.The local energy consumption is most effective in summer days,and the outbound transmission of combined energy works best in winter.So the two consumption methods can complement each other in different cases.Finally,the paper synthesized the two models,and established the optimization model for Gansu's new energy consumption which included demand response,local consumption and outbound transmission.Detailed study of cases in different seasons was performed to maximize the social benefit and distribute local consumption and outbound consumption in a scientific way,which offered a good reference to new energy consumption in Gansu and other regions of China.
