Transmission and distribution price is the middle link of electricity price,it is the bridge that connects power generation side and power sale side.Scientific and reasonable transmission and distribution price can provide precise price signal for grid users and optimize the allocation of resources,which can promote the transmission of generation cost and the adjustment of power supply and demand.Transmission and distribution pricing mechanism is an important prerequisite to form competitive price,the transmission and distribution price should not only reflect the cost difference of different voltage levels and different regions,but also reflect the different of time periods.The transmission and distribution of electricity were separately implemented pricing all over the world,the literature on time-of-use transmission price and time-of-use distribution prices were studied.China will implement the provincial power transmission and distribution unified pricing,it is necessary to study the corresponding time-of-use pricing method.Based on the systematical study of time-of-use price theory,this paper proposes a time-of-use transmission and distribution price mechanism suitable for China.The main contents are as follows:The paper summarizes the present situation and development of transmission and distribution cost allocation method and transmission and distribution pricing method.Elaborates and summarizes the advantages and disadvantages and applicability of the various electricity price system and pricing methods,and studies and explores the pricing system and pricing method suitable for the development of China’s electric power industry.On the basis of the previous theoretical research and practice,this paper proposes a time-of-use transmission and distribution pricing method suitable for the China’s electric power industry.The part of the capacity cost which is recovered by the capacity price and the part which is recovered by the electricity price is divided by the load rate-simultaneity rate curve;the time-to-price ratio attribute index is put forward and the fuzzy cluster is used to divide the time periods.Based on the theory of price elasticity,a time-of-use transmission price optimization model based on particle swarm optimization algorithm is constructed.Different prices in different periods of time,while ensuring the user before and after the average price of the same response,take into account the principle of signal transmission and fair sharing in pricing of transmission and distribution simultaneously.An example is given to demonstrate the rationality and feasibility of the model.Through the analysis of the results,it shows that this method can balance theefficiency and fairness of transmission and distribution price under the condition of ensuring the benefit of power grid companies and users. |
