Research On Performance Evaluation Of Collecting The Harbor Tolls

With the development of marine policy in China,and the development of the shipping industry and the port industry has put forward new challenges and requirements for China's maritime administration.harbor tolls as the national Government Fund for port construction plays an important role in the whole marine management.It is imperative to establish the performance evaluate system of harbor tolls collection work in accordance with the market demand.The performance evaluation not only can make effective feedback for the collecting work,and correct the deviation of the long-term strategy,but also can monitor and regulate the collecting work,they are great significance to ensure that the harbor tolls are not missed.At present,as a result of China's maritime management approach has undergone major reforms that ship's visa was officially banned,In addition,the new ‘Measures for the administration of collection and using of harbor tolls' proposed some new program and requirements to the work of collecting harbor tolls,both of them lead a great changes to harbor tolls collection work of the maritime administrative agency.On the one hand,the original evaluation system that is based on government performance evaluation did not consider the new situation and new requirements of the current maritime management,on the other hand,ignored the complexity of harbor tolls collection work,so they lead to some important index has not been included in the comprehensive evaluation index of the collection work.It makes a difference on the results of actual evaluation work,can not meet the growing requirements of maritime management.In view of the above problems of marine management performance evaluation,and combined with the characteristics of maritime management under the new situation,on the basis of the existing performance evaluation theory,we put Balanced Scorecard and System Dynamics Model into the harbor tolls collection work,modify index system by the feedback of system dynamics,and combined with practical work collection to expand the original four-dimensional Balanced Scorecard to five-dimensional Balanced Scorecard,putting forward new ideas for improving and standard the harbor tolls collection work,at the same time,through case study we are providing a meaningful exploration and supplement for harbor tolls collection work of the performance evaluation theory.
