Research On Low-carbon Economy And Industrial Restructuring Of Hebei Province

With the fast development of economy in Hebei province the secondary industry played an important role in the economical proportion in recent years.But it also drove up the energy consumption.Hebei's energy consumption amount increase from 61.24 million tons in 1990 to 288.13 million tons in 2015.Hebei province had second-highest energy consumption in 31 provinces which took 7.2% of the national total.Its coal consumption per 10,000 yuan of GDP was 0.97 tons,ranked eighth in the country,while GDP per capital ranked twentieth.Evidently Hebei has an unbalance economic structure and an extensive pattern of economic growth.As for the increasingly serious environmental problems,Hebei must upgrade the industrial structure to promote low carbon economic development.Based on the theory of the mutual influence mechanism between low carbon economy and industrial restructuring,this paper selects both of the industrial data of the whole Hebei province and different regions from 1991 to 2014 to analyze the influence of the industrial structural adjustment to the carbon emissions with time series model and panel data model.Conclusions are as follows:(1)The output scale of industry increases every year in Hebei province whose proportion of heavy industry is significantly higher than light industry's.The energy consumption structure of secondary industry changed little and coal is the major energy.In Hebei,the energy consumption intensity decreases,energy efficiency increases,R&D investment and three invention patent increases,which means technical development achieved remarkable progress,however,the carbon emission increases every year.In general,Hebei's industry is at the period of transformation,but the effect is not obvious.(2)The empirical results shows that the major factors influencing the carbon emissions in industrial production are scale of industry,energy consumption intensity and industrial technical progress.The scale of industry has positive impacts,emergency efficiency and technical progress have negative impacts,the proportion of heavy industry and opening degree also have positive impacts.According to empirical results,the paper put forward some suggestions: government should strengthen macro-control,optimize the internal structure of secondary industrial,increase the spending on R&D,promote the development of technique,improve the energy efficiency,develop new energy sources and clean energy,realize the industry restructuring by merger and acquisitions for the six energy intensity industries.
