development of our country.Therefore,the eradication of poverty and the realization of common prosperity are Long-term development goals of our country.During the past 30 years of reform and opening-up,The rapid development of China's economy has provided an economic basis for the government's poverty alleviation.The past 30 years,China's poverty alleviation has achieved remarkable achievements.The population of the rural poor has dropped from 770 million to the 55.75 million,completed the United Nations Millennium Development Goals in the poverty reduction requirements.China's poverty alleviation pattern is the world's wealth on the poverty alleviation,worthy of national reference and learning,but with the deepening of reform and opening up,China's economy has entered a new stage of development,how to eliminating poverty and achieving a dream of building a well-off society during the "13th Five-Year Plan period " is the biggest test of China currently.The government put forward the " take targeted measures to help people lift themselves out of poverty ",while General Secretary Xi Jinping said that by 2020 to achieve all of the people out of poverty on the the East and West poverty alleviation talks held in July last year,and pointed out that poverty alleviation has reached the final stage.Jiangxi Province is the old revolutionary areas,the natural conditions are poor,and the problem of poverty is relatively grim,the Jiangxi provincial government has been keeping up with the pace of the country for many years,formulated the relevant poverty alleviation policy,developed poverty alleviation pattern in line with Jiangxi characteristics,and strive to achieve the poor would be out of poverty in the 2020.But whether the level of poverty alleviation has improved,whethe the implementation of poverty alleviation policy is effective,whether the financial investment has achieved the desired goals,and what adjustments should be made in the latter working,which all affect the poverty alleviation during The 13 th Five-Year Plan period.Firstly,describing the current situation of rural poverty in Jiangxi Province,current situation of rural poverty has the following features,the current scale of the rural poor population is relatively large,the rural poor mainly distributed in the all of the cities,but concentrated in Ganzhou,Ji'an,Shangrao and Jiujiang.In addition,the 70% income of the rural people is for basic necessities,so the level of consumption is still relatively low,while the culture level of the rural labor force level in junior high school and below occupied about 86%,and about 4% of the illiteracy rate has not been improved.On the other hand,through the analysis of the national poverty alleviation pattern and the poverty alleviation pattern in Jiangxi Province,the author found the poverty alleviation pattern in Jiangxi Province has undergone a relief to development and the kind of "hematopoietic" and "blood transfusion" in the current.In addition,Jiangxi Province has implemented " Industry poverty alleviation "," Employment poverty alleviation "," Relocation of poverty alleviation " and other measures to promote rural poverty out of poverty.In order to study the effect of poverty alleviation in rural areas of Jiangxi Province furtherly,The author constructs the evaluation system from the three dimensions about the Effect of Poverty Alleviation,Difficulty Measures and the Sustainable development,through studying the theory of poverty performance at home and abroad,analysising the rural poverty status and poverty alleviation policy in Jiangxi Province In addition,in order to evaluate the rural poverty alleviation performance in Jiangxi Province scientifically and rationally,the author compares the method of calculating weight,and finally selects the subjective and objective weight method combined with The analytic hierarchy process and The entropy method,it shows that the combination of entropy method and analytic hierarchy process in the performance evaluation of poverty alleviation is reasonable by the Pearson correlation analysis.The results show that the level of rural poverty alleviation in Jiangxi Province has been increasing in the past five years,and through the analysis of the Effect of Poverty Alleviation,Difficulty Measures and the Sustainable development,it can be concluded that the rural poverty alleviation has played a significant role in improving the rural income level,and has made great improvement in rural infrastructure construction and health care in the past five years.At the same time,The proportion of rural poverty rate is also obvious,however the education,health and social security has little change.The protection on ecology and environment has been improved,but it showed volatility nearly five years;based on these issues,the author proposed 5-point suggestions.Firstly,increasing the "blood transfusion" strenthly and improving rural social security;secondly,strengthening rural education and training,increasing the opportunities of employment and entrepreneurship;thirdly,constructing of green-village Strengthly,realizing rhe coordinated development of ecological-economy;fourth,optimizing the industrial of poverty alleviation patterns,strengthen the economic restructuring;fifth,integrating the power of all parties,constructing a multi-poverty alleviation mechanism.
