The Research Of Public Enterprise And Its Behavior's Effective Factors Under The Perspective Of Institutional Logic

In theoretical perspective,the public enterprise is a kind of institutionalized entity in business and enterprise organization with a formal and legal corporate identity,whichproduces and supplies public goods and services.The goal of its existence and development is to produce and supply public goods in a more effective and more competitive form of organization or corporate than before,thereby achieving the enhancement of public goods's overall efficiency and making the high standards of public values of the whole society.In practice,however,the category of 'public enterprise' is without any clear definition and any relative items in real laws of China,so there are many limitations in actions and plenty of troubles in development for the state-owned enterprises and some organizations within the similar category and form of the public enterprises.How to grasp and to cognize the nature of public enterprise,and how to promote transformation of relative enterprise from normal form to public enterprise's form in reality,has become a problem being worthy of further exploration.Therefore,the precise definition of the 'public enterprise' and the influential factors of its actions,have become the core problem of the study.The Chapter One of the Paper puts forward the research problem,clear the train of thought of the research,and proposes the research topic,'public enterprises and their behavior',as well as how to establish analysis angle of viewing research question.From Chapter Two,on the basis of the relative literature review and based on the domain of related research and theory,this paper focusing on the nature of the 'public enterprise' and'the related factors influencing the public enterprise's behavior',summarizes the implications for analyzing the notion of public enterprise,the general characteristics of public enterprise,and expounding the public enterprise behavior and its influencing factors.The main purpose of Chapter Three is to establish the research perspective of institutional logic and build the framework of factors influencing behavior of public enterprises based on the constitutional logic.Absorbing the concept of institutional logic from the foreign scholars like Royston Greenwood,I suggest that the institution outside an organization makes it produce a corresponding institutional logic,which affects the organization itself and its behavior,and this effects involve in a session of categories like organization,personnel,preferences,rationality,institutions and etc..Based on the mutual relationship between society and enterprises and the demand of behavior's order of the public enterprise and four organizational features,the paper intensively discusses three kinds of core and mainstream institutional logic of public enterprise,namely compliance logic,community logic,and business logic.On the basis of the three kinds of institutional logic,we can deduce three kinds of external factors mainly influencing public enterprise's behavior and actions,namely regulation,industry competition and enterprise's customers.Public enterprise's external factors,especially the government regulation,will influence the internal order of persons' behavior and the internal institutions' establishment in the public enterprise.The internal factors can be classified into three aspects:the public enterprise's governance model based on the composition of company's ownership and control powers,the public enterprise internal control system based on the organizational structure and the distribution of power and responsibility,the public organizational culture and personnel.From Chapter Four to Chapter Five,according to research perspective of institutional logic,the factors influencing the public enterprise's behavior are analyzed respectively in the internal aspect and external aspect.In terms of external factors influencing the motivation and behavior strategy of action subject,the regulation behavior of government's,the competition behavior of public enterprise's and the customers' demand or behavior of recognition to public enterprise are respectively analyzed in the paper.In terms of internal factors influencing public enterprise behavior which is infiltratively affected by the external regulation,they reshape the pattern of employees' behavior,the organization institutions and the internal environment of the public enterprise,thereby influencing public enterprise's behavior.
