With the rapid development of China’s economy,the pace of urbanization has been accelerating,and the demand for infrastructure and public services has been increasing day by day.With the continuous process of urbanization and the continuous implementation of automobile industry support policies,Motor vehicle travel are increasing,and China’s urban supply of inadequate parking facilities,making the parking supply and demand has become increasingly prominent,parking is difficult to become a city traffic congestion after another city traffic problems.And the Chinese government has invested heavily in the construction of parking facilities,but in the long run,there are still a lot of money and demand gap,the construction of public investment in public parking,it is difficult to rely solely on the government to solve the package,it must be considered through government and social capital Cooperation(PPP),etc.,the use of social capital for the parking lot of investment and construction.In this context,the concept of PPP(Public-Private-Partnership)is clarified by the combination of theory and practice,case analysis and specific project research at home and abroad.That is,the government and social capital cooperation model,refers to the government to provide effective public goods and services to the community,improve the efficiency of supply,through franchise,purchase services,equity cooperation,and social capital to establish the benefit sharing,risk sharing long-term cooperation Relationship,the study of PPP theory and experience.By analyzing the specific situation and location characteristics of the project,using the method of qualitative analysis,quantitative analysis and economic benefit evaluation,this paper uses PPP mode for the three-dimensional parking building project of S City by means of value for money evaluation and economic benefit evaluation Whether the value of the operation and whether the economy in-depth study.According to the value of qualitative evaluation criteria,the total score of the calculated project is 73.75 points.According to the quantitative evaluation standard of the value for money,the value of the project is 92%,the PPP model is suitable and the PPP model is adopted.Procurement model to achieve greater value.According to the evaluation criteria of economic benefit,the total investment internal rate of return(IRR)is 6% before tax,5.04% after tax,the investment payback period is 16.94 years;the project capital investment is 29,994,500 yuan,the financial internal income Rate of 8.29%,the financial net present value of 21.0186 million yuan to determine the project has obvious economic and social benefits,economic efficiency evaluation conclusion is feasible.And then through the above evaluation,to determine the feasibility of the project and the economy,effective and efficient,from a number of dimensions to illustrate the advantages of PPP mode.The implementation of the PPP model,the government,not only can reduce the burden of government debt,to solve the restrictions on China’s urban construction funds "bottleneck",but also effectively promote the transformation of government functions,reduce the intervention of micro-affairs,free up more energy To planning and supervision.For enterprises,it can reduce the threshold of participation in public sector projects,broaden the private sector development space,and further stimulate the vitality of non-public economy.In terms of society,through "let professional people do professional things",can improve the efficiency of public goods supply for the masses to provide more and better infrastructure and public services.
