Harbin Customs Performance Management Research

Customs as the state administrative organs exercise their functions in the administration of the import and export supervision,plays an important role not only in the national economic macro-control,but also to promote the stable development of the national economy and foreign trade to develop and implement necessary relevant national import and export policy in a ring.The customs supervision efficiency and intensity,have a direct impact on the development of foreign trade,the state and the market management so that the introduction of a set of scientific,reasonable and perfect in the customs system,and with the features of customs performance management,establish an effective evaluation of the performance management system,has become the inevitable demand to establish management system the modern customs.In recent years,some customs have made active attempts and explorations in the research and implementation of performance management.This paper uses the new theory of performance management,management process and performance evaluation techniques and methods commonly used,combining theory with practice,the status quo of Harbin customs performance management were analyzed and summarized,and puts forward some suggestions and ideas for improvement.The paper is divided into four parts,including the introduction,the general theory of performance management in public sector,the analysis of the current situation and problems of the performance management of Harbin customs and Excise Department,and the idea of the performance management system of Harbin customs.
