The Construction Of Zhou Shan Rural Science And Education Service System Based On The Adjustment Of Industrial Structure

The adjustment of industrial structure has become the development requirements of the times,the industrial structure of Zhoushan fishery development in rural areas towards the "three,two,a" trend,and in this context,to improve the comprehensive quality of labor and employment of demobilized ability is indispensable,it cannot do without the support of science and technology service system.The scientific and technological service system is complete and the input and output of labor force are guaranteed,so as to promote the rationalization of the industrial structure of Zhoushan.2011,Zhoushan was formally approved by the State Council for the establishment of the New District of Zhoushan islands,Zhejiang,which is China's first marine economy as the main national level.In order to consolidate the construction of national Islands District,Zhoushan City,adhere to the marine economic construction as the center,has made some achievements in improving the education service system,to provide practical talents for the adjustment of industrial structure.However,in the adjustment of industrial structure also has some problems,such as serious destruction of ecological balance,marine fishing capacity surplus,low technological innovation capability;the cost is high,the industry chain is not complete;the lack of talent can not adapt to the adjustment of industrial structure and other issues,these problems also restricts the construction of science and technology service system.At the same time,science and technology service system in Zhoushan fishing village itself has a lot of problems,such as: Science and technology service system is not perfect;do not meet the actual needs of the society;the lack of science and education service system of practical talents;modern education service system has not been established.These problems are hindering the development of Zhoushan's rural areas,we need to solve.In this paper,the theory of traditional industrial structure optimization,the theoretical basis of rural science and technology service system,innovation theory,through a lot of reading related literature,books,field visits,data collection,the present situation of the industrial structure of Zhoushan fish rural adjustment,science and technology service system to do an in-depth understanding and exploring the connection between the two.The main thesis is divided into six parts: the Zhoushan rural industrial structure status and evolution characteristics of Zhoushan and the rural transformation and upgrading of industrial structure,the main problems in the adjustment of industrial structure of science and technology service system put forward new requirements,Zhoushan fisheries servicesystem,rural science and educational status of Fisheries in Zhoushan rural science and educational service system of the main problems,based on the industrial structure adjustment of Zhoushan rural and fishery service system construction strategy of science and education.Through the analysis and study of local service mode more successful,proposed case reference value to other regions,further analysis of the industrial structure in the background,current situation and existing problems of Zhoushan rural science and fisheries service system,finally the author put forward his own views on science and technology service system and construction strategy.
