| Since China has entered the aging society in 1999,the elderly population proportion of the population continues to rise,increasing aging degree.China's urban and rural elderly population distribution determines the key and difficult point for old-age security is peasants' pension problems.As China's urbanization process accelerating,a large number of rural labor force transferring to towns,many old people and children left-behind rural,rising elderly proportion makes peasants' endowment situation more serious.Properly solve the problem of peasants' endowment can not only reflect the values of social equity and justice,but also to further narrow the gap between urban and rural,promote the coordinated development of economy and society.Peasants' pension problem has a complicated history and realistic roots.On the one hand,it is because the long term lowest level of the society.The long term lack of peasants' rights led to the weak reality.On the other hand,the unclear value concept of peasants' endowment has caused the lack of peasants' interests in the pension system.The research target of this paper is to solve the problem of peasants' endowment in Jining.This paper has expounded the relevant concepts and theories.This article has analyzed the condition of peasants' endowment of Jining,points out that the main cause of the problem includes the weak economic foundation of peasants in Jining,the gradually changed family endowment foundation,the unsound social old-age security system and the lack of government responsibility in the peasants' pension.This paper has introduced the foreign system of rural endowment insurance and summarized their successful experience.In order to solve the problem of peasants' endowment of Jining,this paper has proposed three measures: through the development of rural increase peasants' income,perfect residents endowment insurance system of Jining and carry forward the spirit of traditional culture of filial piety. |
