| Sustainable land use is an important basis for ensuring food security,promoting ecological civilization,coordinating social and economic development.In the context of rapid urbanization,new industrialization,a large number of arable land is occupied by urban and rural construction land which is expanding.According to the statistics of the Ministry of Land and Resources,the area of cultivated land in China decreased from 19.16 million mu in 1996 to 1.826 billion mu in 2008,the per capita arable land was less than 1.37 mu.The problem of "rural disease",such as the non-agricultural land of cultivated land,the weakening of farmland and the hollowing out of rural areas,are aggravated by the continuous reduction of cultivated land,and the agro-ecological environment and soil pollution are deteriorating,and soil erosion and biodiversity are seriously damaged.While China's arable land reserve resources,ecological environment constraints,seriously restricting the number of cultivated land to add capacity.Safeguarding national food security,solving the problems of "agriculture,rural areas and farmers" and coordinating important tasks such as urban and rural development have been seriously challenged.2017 Central Committee No.1 document published "the CPC Central Committee and State Council on the deepening of the agricultural supply side of the structural reform to accelerate the development of new agricultural and rural development of a number of new ideas" as well as the CPC Central Committee and State Council promulgated the "on the reform and innovation efforts to speed up the modernization of agriculture,a number of opinions" and "Heilongjiang Province," the two plains "modern agriculture comprehensive reform pilot overall program" and other series of documents have proposed that agricultural development should adhere to the new development concept,coordinate the promotion of agricultural modernization and new urbanization,to promote the agricultural supply side of the structural reform as the main line,Strengthen the reform of science and technology,accelerate the pace of structural adjustment,increase rural reform,improve the comprehensive benefits and competitiveness of agriculture,promote the construction of new socialist countryside to make new progress,and promote rural comprehensive well-off construction.It can be seen that the promulgation and implementation of these policies provides a platform and support for the rational transformation of cultivated land use science.To this end,how to scientifically and systematically construct the transformation system of cultivated land use and carry out research on the transformation of cultivated land use has become an urgent need for the construction of ecological civilization,the transformation of urban and rural land and the sustainable development of society and economy.It is a comprehensive measure and planning for government personnel and scientific research workers basic research elements of national / regional socio-economic development direction.The transformation of cultivated land use is an important part of land use transformation.It can not only reflect the evolution of cultivated land(area,share)and spatial structure(type structure and planting structure)in a certain period of time and social economy.The evolution of the process of economic,natural,social and cultural,institutional management and other factors of the law of difference.Timely development of arable land use research is the relationship between national / regional socio-economic sustainable development and land use science rational transformation of the importance of basic issues.The study shows that the scientific and rational transformation of property rights,business model,input and output and function of cultivated land can effectively control the blindness of production and the waste of resources caused by the allocation of cultivated land resources,the number of cultivated land,Quality and ecological environment sustainable development goals,so that arable land in the process of cultivated land resources and social,economic,natural and healthy development.Therefore,it is an important basis to guide the sustainable use of cultivated land,improve the efficiency of cultivated land transformation and ensure the ecological security of cultivated land,and provide theoretical support for the work of cultivated land in the government and the community.In this paper,China's important commodity grain production base-Heilongjiang Reclamation Jian Sanjiang State-owned Farm Management Bureau(briefed for the construction of Jian Sanjiang reclamation area)as the study area,based on the theory of regional differentiation,man-land relationship coordination theory,agricultural location theory,sustainable development theory and land use transformation theory,combined with GIS analysis,1976,1986,1996,2006 and 2014 data.According to the statistical year of the construction of Jian Sanjiang reclamation area,the evaluation index of cultivated land function was selected to determine the evaluation system,and then the utilization function of cultivated land in the Jian Sanjiang reclamation area was analyzed.The purpose of cultivated land use transformation was explained from the aspects of cultivated land use and cultivated land use function.Optimize the allocation to provide a scientific basis.This paper draws the following conclusions:(1)During the study period,the number of cultivated land in the Jian Sanjiang reclamation area showed a sustained growth trend during the study period.The cultivated land use form can be summarized as follows: The cultivated land use pattern can be summarized as four types: cultivated land dispersal(1976),cultivated land density(1986),cultivated land distribution(2006)and cultivated land(2014).Morphological transformation of arable land experienced a dry increased period(1976-1986),paddy germination period(1986-1996),paddy increased period(1996-2006)and drought-water transition period(2006-2014).At present,the construction of the Jian Sanjiang reclamation area is in the stable stage of cultivated land,and the transformation between the cultivated land and other land types is stable before and after 2006.(2)Climate warming,geomorphological and economic benefits are the important reasons for the transformation of cultivated land use in this region.However,in the study period,the root causes of the difference of the cultivated land use form of the farmland under the jurisdiction of the Jian Sanjiang Reclamation Area are the differences between the regional topography,soil and other natural conditions,such as the level of development and the location of transportation and other social and economic conditions.(3)Based on the selection index of cultivated land use function,the evaluation index system of cultivated land use function was used to analyze the transformation process of cultivated land use function in the study period.The results show that from 2006 to 2014,the comprehensive utilization value of cultivated land use enters the high level.The multi-functional changes of cultivated land use were mainly driven by the supply of national policy and natural factors before 2006.After 2006,the demand for survival and development of urban and rural residents was obvious,the trend of cultivated land use function was gradually realized after 2006. |
