A Study On The Process Improvement Of Beijing-Tianjin-Hebei Integration Project Of Customs Clearance

With the rapid development of economic globalization,import and export trade is blooming,and all countries are actively seeking for simplification and efficiency improvement of systems and processes,expecting to reduce the transaction cost and to increase profits,so it is imperative to accelerate the process of Free Trade Zone and Customs Integration.Since 2014,the State Council decided to establish the Tianjin Free Trade Zone,Tianjin focused on the service of the coordinated development of Beijing-TianjinHebei and "The Belt and Road" national strategy,the development of the real economy.Beijing-Tianjin-Hebei Integration project of customs clearance can satisfy the requirements of international trade facilitation,simplifying customs procedures,improve the efficiency of customs clearance,and laid a solid foundation for Tianjin to become an international port city.This thesis first outlines the situation of Beijing-Tianjin-Hebei clearance mode before Customs clearance integration project,comparative analysis of the mode after the integration.Secondly,it descripts the promoting function for economy of this change,furthermore,it comparatively analysis of the foreign customs clearance mode where have high level of trade facilitation of customs,it raises the problems that may happen during the implementation problems that happened in the process of integration,then it gives some suggestions that may promote integration of customs clearance based on foreign experiences in customs and the theory of process On the side of national policy,to establish more stringent tax policy and related laws and regulations,for Customs,to establish one-stop service,to accelerate the construction of electronic port,to simplify procedures,to introduce more advanced inspection equipment,to hire a more high-quality talent team,from the angle of enterprises,we need set implementation of enterprise classification,to strengthen risk assessment,to strengthen the training of company's foreign trade personnel.Hope through the above measures,as well as the process improvement of customs clearance integration project to promote trade facilitation,to be more efficiency,to accelerate the economic development.
