With the development of socialist market economy,society,economic,PPP(public-private partnership),such investment and construction model,has gradually applied to the construction of infrastructure and has made considerable progress.Due to the characters that PPP project has consumed huge capital,the high cost of development and tender,long construction period and bidding risk,PPP tender enterprises faced with the complex building PPP project have lots factors that are difficult to predict.It is crucial that how to make reasonable bidding decision.In this thesis,the theory of planed behavior was taken as the basic theory frame,and the hypothesis model of the formation mechanism of PPP project contractor's bidding decision-making behavior was constructed,bringing in 4 variables,the attitude toward the behavior,subjective norms,perceived behavior control and past behavior,so as to explain the bidding behavior of the project decision-making subject.The results showed that past behavior and subjective norms didn't directly affect the behavior intention,but indirectly affected the behavior intention through the influence of behavior attitude.The attitude toward the behavior was an important variable that directly affected the behavior of the PPP project contractor bidding decision-making.And acted as a mediator of the past behavior and subjective norms towards behavior intention,it had a significant impact on the behavior intention.Furthermore,perceived behavior control was completely significant to the behavior intention of the contractors in the process of decision-making.In addition,we introduced the decision maker's ‘bounded rationality' and ‘risk attitude' are introduced in the multi-criteria risk decision-making problem.With respect to the decision-making problems under risk with trapezoidal fuzzy number and unknown attributes' weights,a multi-attribute decision making method based on cumulative prospect theory was proposed.To begin with,the ranking method and the distance measure for trapezoidal fuzzy number were defined,respectively.Dynamic prospect values were calculated by using the positive ideal solution and the negative ideal solution as the preference point.Then the static prospect values were aggregated by dynamic prospect values through the weight function.Moreover,the weighted prospect value of alternative was acquired with the attributes' weights under condition that every attributes' weight was obtained from a programming model based on the moment-matching method,which all the alternatives were sorted according to.Finally,numerical result illustrated the rationality of this approach.This was a theoretical support for the selection of the PPP project.Meanwhile the theoretical frame and the multi-attribute decision making method also had important practical significance.
