At present,the global economic and trade pattern has undergone profound changes.In order to ensure the economic development and social security of our country and realize common development,more and more economic and trade cooperation is based on the "one belt and one road".Central and Eastern European countries in the "one belt and one road" has an important position and role,strengthening the mineral exploration and investment with Central and Eastern European countries has great significance for the complementary resources and capacity cooperation and achieve common development.This paper mainly analyzes the investment environment of mining industry in Central and Eastern Europe from three aspects: the first part is the theoretical level,introduces the concept of investment environment and mining investment environment,the application of trade-off theory and national interests to obtain a theoretical analysis of mining investment feasible;The second part is the qualitative analysis level,mainly from the natural environment,political and legal environment,economic environment and social environment and focus on the analysis of natural resources and mining development in Central and Eastern European countries,so as to draw the advantages and disadvantages of mining investment environment;The third level is the quantitative analysis level.Based on the domestic and foreign research,29 indicators are selected from four factors,collect the data from the authoritative institutions at home and abroad and standardize them,and the weight of each index is calculated by expert scoring method,the sub-components of the four sub-environments are analyzed by SPSS software and principal component analysis.Finally,the scores are calculated and ranked.The ranking is:Poland,Lithuania,Estonia,Slovenia,Latvia,Croatia,Czech Republic,Slovakia,Romania,Bulgaria,Hungary,Albania,Serbia,Montenegro,Bosnia and Herzegovina and Macedonia.The results of this paper are based on the evaluation index system and the weight of the project.The mining investment behavior bases on the mining investment environment,but in the actual mining investment process,the mineral properties and mining market conditions should be also considered for the greatest reduction in investment risk.
