The Balanced Scorecard requires enterprises to monitor,evaluate and analyze the abnormalities of business objectives and indicators in a timely manner,which in turn forces enterprises to improve the ability of risk identification and response.As risk identification and response is an important content of internal control,which is the direct expression of the effectiveness of internal control,with the help of the Balanced Scorecard system contribute to strengthen the internal control.In recent years,more and more managers in our country pay attention to the formulation of strategy,for the purpose of enhancing the competitiveness of company by balanced scorecard.Even if the balance score card has great advantages,and the internal control system is not perfect,internal control measures are flawed,in this ground business risk will be infinitely enlarged,without perfect control environment to security,the goal of improving performance will never achieve,and The probability of business failure will also greatly increase.In view of this,this paper seeks to integrate the internal control and the Balanced Scorecard,in order to enhance business performance for the purpose of building a new method of strengthening internal control measures system.The integration of the two also has a certain theoretical support.Firstly,balanced scorecard aims to achieve the strategic objectives,the macro-level layers of specific operational indicators can be measured to ensure that all dimensions of business activities are carried out around the strategic objectives,and assess the extent of the realization of the goal.And strategic objectives is one of the important objectives of internal control.Therefore,the ultimate goal of the two is the same.secondly,there is the same characteristics of development both of them.Balanced scorecard assess all the financial and non-financial activities of enterprises,with the overall situation and grasp the overall characteristics.The new development of internal control——The COSO Risk Management Framework(ERM)which more emphasizes the holistic approach.companies in the perspective of forward-looking systems to manage risks may face various risks.On the basis of reviewing and summarizing the relevant literature and researches,this paper introduces The integration system based on balanced scorecard and internal control with blending18 sub-indicators of internal control in the financial and non-financial dimensions,combined with the internal control application guidelines and balanced scorecard four dimensions layer.Taking the Shandong ten ring Polytron Technologies Inc as the research object,according to the company's current internal control deficiencies existing in the financial,procurement,sales,research and development,human resources policy,analyzing the reasons from the source of the integrated framework of internal control and balance scorecard,putting forward to the optimization measures of the dimensions of the key risk points and control point,rebuilding the protective net of ten squarering operating.
