A Study On The Fiscal Policy Of Anti-Poverty In Xiangxi Tujia And Miao Autonomous Prefecture Of Hunan Province

Poverty is a global issue which causes an extreme far-reaching harm,not only affects the development of the individual,but also a serious impediment to the development of the society.Anti-poverty has become a major challenge faced by human development.Remote minority areas had been the utmost impoverished and extensively affected areas.Tujia-Miao Autonomous Prefecture of Xiangxi is a typical underdeveloped minority areas.Poverty issue has been restricting its development all along.Due to the publicity of anti-poverty operation,finance is no doubt the foremost force.By investing a large sum of funds,the government made substantial policies to solve the problem of local poverty.After years of fina ncial anti-poverty operation,the absolute population of poverty slumped in Tujia-Miao Autonomous Prefecture of Xiangxi;however,compares to the whole country,poverty rate still remains at a high level.A noticeable gap between living standards and the relatively poverty state are still critical issues among the majority.At the end of 2011,China promulgated the "China rural poverty alleviation and development program(2011-2020)",putting forward the overall objective and main task for anti-poverty operation.Especially in 2013,President Xi proposed the concept of precise poverty alleviation,significantly promoted anti-poverty operation to a new stage in China.This paper mainly adopts the method of documentary research,integration of theory and practice,and the combination of quantitative analysis and qualitative analysis.Learning from the experience of anti-poverty in other ethnic areas and combines the knowledge of sociology,finance,taxation,public economics,statistics,and this article provides the theoretical and empirical analysis of anti-poverty in Xiangxi Autonomous Prefecture.In addition,drawing on the experience from successful cases of other ethnic areas in China,this paper puts forward the corresponding countermeasures based on the actual situation of Xiangxi Autonomous Prefecture.The research of this paper contains realistic significance on promoting the economic development of Xiangxi Autonomous Prefecture,the increase of income and the advancement of anti-poverty operation in other ethnic areas.It also elaborates on the promotion of social stability,national solidarity;the common prosperity and the building of moderately prosperous society.This paper aims to study the achievements and problems of financial anti-poverty operation in Xiangxi Autonomous Prefecture.According to the principle of anti-poverty in the new situation,this paper presents some countermeasures to further strengthen the financial anti-poverty and the introspection on problem caused in other anti-poverty areas.The article analyzes the mechanism of financial policy and anti-poverty through consulting reference documentation,investigating on the current situation of poverty in Xiangxi Autonomous Prefecture and studies the causes.It puts forward some suggestions on the practice of antipoverty in minority areas,and the theory of increasing financial investment.Giving full play to the seed effect of financial funds and strengthen the industrial support in a market-oriented method,setting up the concept of "people oriented",strengthening the construction of the system and correcting the defects of the internal mechanism of the government in five aspects.At the end of the paper,it mentions that the government and finance must be emphasized due to the present circumstance of the poverty in ethnic areas.It is necessary to strengthen the market and the participation of the poor population.It is necessary to develop the local economy in the patterns of poverty,inclusiveness and green growth mode.So that local poor people would truly benefit from economic development,increase their income,and eradicate poverty by overstepping the economic dimension.
