With the development of science and technology change rapidly,with intelligence resources as the main background of economy,human resource has become the state,enterprises in the business competition to keep active,the most important resources to win the advantage.To construct the advanced human resource development strategy for the construction of a harmonious enterprise has a very big role,is one of the core competitiveness of enterprises to survive with the development,has an important role to promote and supervise the healthy development of the enterprise reasonable.This paper studies the connotation and characteristics of human resources,focusing on the government,the purpose and characteristics of enterprise and family oriented human resources investment,proposed the human resources cost measurement model,analysis method and study the investment return of human resources according to the assessment of human resource investment.The current status of AT company,the AT company has mainly lack of human resources strategic planning,human capital investment Capital and enterprise development does not match the investment imbalance,training investment benefit is low,serious problems such as staff turnover.On the basis of reason analysis,this paper proposes to establish a scientific decision-making mechanism of investment risk,establish a good incentive and restraint mechanisms,improve the scientific and reasonable income distribution,refine training courses,keep the introduction of talent and other measures.Through the study of human resource investment enterprises,not only can make the behavior of employees of the enterprise group strategy and direction under the new economic norm is consistent,but also from the system and the system will help enterprises under the new economic norm to explore effective and rational use of talent,retain talent,talent development for enterprise economic management system.Under the new normal through a set,to meet the needs of employees,so as to enable the company to retain talent,maintain competitiveness,increase common interests of enterprises and employees under the new economic norm,to achieve win-win development of enterprise and staff under the new economic norm.
