On The Circulation Mode Of Agricultural Products Of Heilongjiang Province Based On Network Economy

As the primary industry of China’s economic development,agriculture industry has always been the first in the economic development.The first policy document of the central government regards the issues of agriculture development as the important points in recent years,enough to prove the important role of agricultural development in China’s economic development.However,the phenomenon of agricultural prices soared and agricultural products unsaleable takes place continually in the current development of agricultural products circulation,leading to farmers suffer impairment of benefit,while intermediary organizations of agricultural products circulation complain profit shrinking.The primary reason of why "buy expensive and difficult to sell" happened frequently is that there are many problems in the circulation of agricultural products.The circulation of agricultural products is an important part of circulating agricultural products from the field of the production to the field of consumption.The circulation smooth or not is related to not only whether.the farmers can increase their income,whether the agricultural products market can develop healthily,whether the agricultural modernization can be advanced,but also whether the consumers can buy high quality and cheap agricultural products.Heilongjiang Province as a big agricultural province in China,due to the provincial government’s attention and vigorously promote over the years,has initially formed the system of agricultural products circulation.But compared with some domestic provinces that agricultural products circulation develop quickly,the system of agricultural products circulation is still imperfect,and the market orientation role of agricultural products circulation has not been fully exerted.Especially in the process of circulation of agricultural products there are still some problems,including the low level of the organizational degree of main circulating participant,undound function of agricultural inf’ormation platform,behindhand infrastructure construction of circulation and modern logistics system has not yet formed and other issues.Therefore,this paper aims at innovating the pattern of agricultural products circulation in line with the development direction of agricultural products circulation in Heilongjiang Province,to solve the existing problems of agricultural products circulation in Heilongjiang Province.With the rapid popularization and utilization of the Internet,the overall domestic economic development background has been changed from the traditional economy to the network economy.Compared with the traditional economy,the network economy has its own unique characteristics.The network economy has deeply effected the organization,channels,technology and other aspects of agricultural products circulation,and promoted the fundamental change throughout the process of agricultural products circulation.However,the current pattern of the agricultural products circulation in the Heilongjiang Province can not adapt the network economy background,so it is urgent to construct a new circulation pattern which is based on network economic.First of all,this paper summarizes the domestic and foreign academic research results on the circulation of agricultural products.On this basis,the author reviews the viewpoints of different scholars from different perspectives,and finds out the theme of this paper,which is to establish a new circulation pattern of agricultural products that is in line with the development direction of agricultural products circulation in Heilongjiang Province based on network economy.Secondly,on the basis of stating the relationship between the characteristics of the network economy and the circulation of agricultural products,this paper analyzes the influence of the network economy in the aspects of agricultural products circulation,including promoting the flat development of agricultural products distribution channels,promoting the virtualized development of circulation organization,improving the level of agricultural circulation technology and reducing the cost of agricultural products circulation.Thirdly,through investigating in market and searching the relevant information,this paper summarizes the advantage and the disadvantage of agricultural products circulation in Heilongjiang Province under the background of network economy,and confirms the realistic background of the new pattern of agricultural products circulation and the problems that the new pattern of agricultural products circulation need to solve.Lastly,in order to promote the development of agricultural products in Heilongjiang Province,according to the principle of operability,unified coordination,compatibility and risk dispersion,this paper builds a new pattern of "Farmers+Platform + Modern logistics +Online finance",and describes the main operation mechanism of the new pattern.In the end of the article,according to operation mechanism of the new pattern,the author puts forward some policy and suggestions for the new pattern of agricultural products circulation,hoping to provide support for the new pattern,find an effective way to solve the difficulties of agricultural products circulation in Heilongjiang Province and provide the guiding significance for the development of agricultural products circulation.
