Research On PPP Mode In Municipal Infrastructure Construction

As the main content of urban infrastructure,municipal infrastructure provides the basic conditions for the normal operation of the city.Because of its characteristics of public welfare,government investment accounts for an important position in the municipal infrastructure investment.Besides,because of its characteristics in huge amount of investment and long cycle and so on,there is a common situation in infrastructure investment in various countries,to be specific,the common situation includes that the financial burden is too heavy,the capital supply channels is limited,the sources of financing are unstable,the efficiency of construction and operation and management is low,and so on.As the capital city of the western minority areas,the urban space of Hohhot City has been greatly expanded,and the face of the city has been improved overall,through the great investment in urban construction in recent years.Of course,it is also faced with the accumulation of government debt and huge financial funding gap.The urgent problem needed to solve is to raise the municipal infrastructure construction funds.As a kind of investment and financing management mode which has been widely concerned at home and abroad in recent years,PPP mode is widely promoted and applied around by virtue of its characteristic that public and private cooperation can effectively reduce the government's financial pressure and achieve mutually beneficial and win-win.Although PPP mode has many advantages in boosting urban infrastructure construction,the PPP model is difficult to play the desired effect in the actual operation due to the immaturity of the market mechanism and the lag of the investment and financing system reform,a large number of capital gap can only be solved through traditional financing methods such as policy loans,the local government one-sided emphasis on financing methods and means and ignores the risk of financing,infrastructure investment and financing lacks relevant system protection and other reasons.This dissertation sums up the countermeasures to promote the benign development of PPP projects in Hohhot municipal infrastructure,explores that the government agencies and social capital and other departments involved in the construction process should play what kind of role and take what kind of strategy,etc,in order to improve the efficiency of capital operation,reduce the investment risk of both sides,achieve long-term goals of mutual benefit between government and enterprise and better provide service for the society and the public,by analyzing the application status and existing problems of PPP mode in municipal infrastructure construction of Hohhot and comparatively analyzing the successes and failures experience of other PPP projects at home and abroad.
