Since the reform and opening up in 1978,the scale of China’s economy has grown steadily and has gradually become the second largest economy in the world.The level of productivity development and the income level of residents has been rapidly increasing,people’s living standards are improving,and constantly improve the level of employment.However,with the deepening development of economic globalization and information revolution and other characteristics,as well as our country production costs continue to rise,the international trade environment continues to deteriorate and resources and the increasingly tense of the environment,so that our country industrial structure is facing the pressure of transformation and upgrading.At the same time,the strategic adjustment of China’s economic development and industrial structure,China’s labor market has also undergone a fundamental change,such as "labor shortage","difficult employment of college students" and "structural dividend disappearance" and all regions and all walks of life to the labor force has also undergone a great change.In the face of these problems,the communist party of China 17th and 18 put forward the report on "changing the mode of economic development,optimizing the industrial structure,promoting the strategic adjustment of economic structure and promoting regional coordinated development" and general secretary Xi Jinping put forward the" supply side structural reform "policy,to jointly promote the structural adjustment of our economy,so that our economy rejuvenated new vitality and vitality.Since 1990s,the United States,Germany and other western developed countries generally experienced labor "polarization" phenomenon(or employment "polarization"),that is,the share of skilled workers and low-skilled workers is increasing.Skilled workers continue to reduce the trend of employment share,this phenomenon has aroused the concern of foreign scholars.The main reason for the polarization of labor force is the skill biased technological progress;the two is international trade and outsourcing;the three is the upgrading of industrial structure.Then,with the continuous adjustment of China’s industrial structure and the structural reform of the supply side,China’s labor market will also be the case,that is,whether the upgrading of industrial structure will lead to labor "polarization" phenomenon,as the research emphasis in this paper.Therefore,this paper examines the upgrading of the industrial structure in China is caused by labor "polarization" phenomenon by using the provincial panel data during 2001-2015,the empirical results show that:the upgrading of the industrial structure leads to labor "polarization" phenomenon,and also has regional differences.Among them,the eastern region showed a highly skilled bias type,the central region of the labor force "polarization" phenomenon and the western region is non-technical characteristics,as well as technological progress and international trade labor market has shown a highly skilled bias type characteristics,and subsequent analysis the reason for this result.In conclusion,in order.to promote the strategic adjustment of China’s economic structure,to promote the optimization of industrial structure and improve the quality of labor and give full play to the heterogeneity of labor force,this paper proposes to adhere to the supply side structural reform as the main line,the use of "Internet +" and ",Innovation "and other development strategies to promote China’s economic" new normal "development. |
