Since 2013,the severe overcapacity in Chinese steel industry,steel enterprises is facing the great challenge of survival and development.China vigorously promote the adjustment of industrial structure to solve the excess capacity.An important responsibility of the state-owned enterprises to reduce production,transformation and upgrading of enterprises is the inevitable trend.In the process of transformation and upgrading of enterprises,the employee performance management became the key issues.Enterprises need performance management to regulate the behavior of employees,condense employee ideas and strength,promote enterprise coping with difficulties in the transformation and upgrading,lay the foundation for the long-term development in the future.The purpose of this thesis is to analysis the problems existing in the state-owned enterprise employee performance management,and to put forward optimization and solution of the problems.This thesis mainly completed the following works: 1.By interview and questionnaire survey,this thesis analysis and concludes four problems of employee performance management of Z state-owned enterprise production workshop,the purpose of employee performance management,performance management process,key performance indicators,application of performance management results.2.On the basis of the analysis of the above four problems,and studies the related literature,this thesis studies the related literature,analysis and concludes the relationship between the purpose of employee performance management and enterprise strategic target realization,employee performance management process optimization,the relationship between managers and executive,the method of setting performance management goals,the selecting principle of key indicators,the result of the performance management application methods.3.This thesis studies the design principles and design ideas of the employee performance management system,and draws the structure diagram of them.This thesis also design the Z state-owned enterprise production workshop staff performance management evaluation model,which shows the performance management optimization design scheme of the organization division of labor,the basic flow,the indicator setting,the application of results.Analytic hierarchy process(AHP)was applied to the performance index weight and score calculation.4.This thesis apply the optimization design scheme of employee performance management in the Z state-owned enterprise production workshop,and evaluate the application effect.This thesis research results from production line,the concluded content and method can be used to guide employee performance optimization and improvement of Z stateowned enterprise employee.
