Under the new normal investment and export begin to slow down and are weak and expanding domestic demand and stimulating consumption have become the top priority of China's economic transformation and development in the new era.The CPC Central Committee has put forward the structural reforms of the supply side in a timely manner and actively encouraged the consumption of the public,especially the new consumption areas such as information,tourism,leisure and culture and education.It aims to improve the consumption level and promote the optimization and upgrading of the consumption structure and consumption can play better role of stimulating economic growth.In recent years,the state begins to pay attention to the development of consumer finance industry,the 2015 "Internet +" program deepened the integration of Internet and consumer finance industry and Internet consumer finance came into being.Internet consumption finance refers to new financial services and modes of operation in which the commercial banks or related qualified Internet financial institutions or enterprises provide consumers with funds that enable them to purchase or use goods via using Internet technology and information and communication technology.Internet consumer finance is welcomed and sought after by the vast number of consumers,especially young consumers and the industry developes at an alarming rate in the short term because of its unsecured,unsecured,zero down payment,zero interest rates and other loose terms of credit conditions and so on.But the rapid development of the industry causes a large number of risks,and the size of the Internet consumer financial platform and the ability to resist the risk are uneven and consumers' awareness of risk prevention is also poor.These have become insurmountable barriers for industry regulation leading to regulatory lag and it is difficult for the industry to carry out effective and targeted monitoring and management in time.This paper fully describes and analyses the risks of China's Internet consumer finance regarding Marx's consumption and credit theory,Adam Smith's consumption theory and Xi Jinping's ideas and theories on consumption,finance,integrity and other aspects as the theoretical support and guidance.Based on the relevant data and real cases of Internet consumption in China,this paper discusses the connotation,characteristics and operation modes of Internet consumption finance in detail,discusses the risks existing in the development of the industry and analyzes the reasons.Finally,the author puts forward some countermeasures and suggestions to prevent and control the financial risk of China's Internet consumption from three aspects: the government,the Internet consumer finance business and the consumers to standardize the Internet consumption financial market and improve the quality of the residents' consumption.The first chapter mainly discusses the background,the significance,the current research on the Internet consumer finance at home and abroad,the writing ideas and research methods of the paper and the innovation and deficiency and clarifies the general writing context and direction.The second chapter elaborates the theories of internet consumption finance.The article explains the concept of the Internet consumer finance,the operation mode,the characteristics and so on and elaborates Marx's consumption and credit theory,Adam Smith's consumption theory and Xi Jinping's ideas of promoting network security and Internet consumption finance development and summarizes the positive effects of the Internet consumer financial development laying a solid theoretical bedding for the following.The third chapter analyzes the current situation of Internet consumption in China.This paper gives a brief introduction to the development of Internet consumer finance,finds out the problems and risks in the process of Internet consumption finance in China and analyzes the causes of the risks.The fourth chapter introduces the experiences of the developed countries such as the United States,the European Union and Japan to promote the development of consumer finance and risk prevention and control and sums up the beneficial enlightenments to enhance the control ability of Internet consumption in China.The fifth chapter puts forward some effective countermeasures and suggestions on the prevention and control of Internet consumption in China.This paper puts forward some feasible countermeasures and suggestions to improve the ability of risk prevention and control of China's Internet consumption finance and promoting the healthy and sustainable development of the industry from three levels such as the government,the Internet consumer finance business and the consumers.
