Study On The Coordination Mechanism Of Financing Supply And Demand Of Farmers' Professional Cooperatives In Heilongjiang Province

As a typical representative of the main body of new agricultural management,farmers' professional cooperatives play an increasingly important role in agricultural production.Heilongjiang Province is a typical agricultural province in China.After several years of development,the number of farmer cooperatives in Heilongjiang Province has been increasing,scale has been expanded,the operation has been initially improved,and make a contribution to Heilongjiang Province' agricultural development and rural prosperity,With the improvement of external environment and the increase of policy,the scale and intensive production and management mode of farmers' professional cooperatives have gradually become the trend of agricultural and rural reform.However,there are some problems in the process of the development of farmers' professional cooperatives in Heilongjiang Province,among which the imbalance of financing supply and demand is the most prominent.The sustainable development of farmers' professional cooperatives needs financial support,and the limited funds of cooperatives' financing and government support can't fully meet the demand of sustainable development.In view of this,how to build the financing supply and demand coordination mechanism of Heilongjiang farmers' professional cooperatives is of great practical significance.This paper mainly studies from the following aspects: Firstly,this paper discusses the research significance,purpose and background of the financing coordination mechanism of farmers' professional cooperatives in Heilongjiang Province,and makes an analysis of the research situation at domestic and abroad.Then,this paper defines the concept of the farmers' professional cooperatives and financing supply and demand coordination mechanism,and introduces the credit rationing theory,the information asymmetry theory,the financial deepening theory and the mechanism design theory.Secondly,the paper analyzes the present situation of Heilongjiang Province farmers' professional cooperatives and the current situation of financing supply and demand mechanism,and discuss the current situation and problems in financing supply and demand mechanism of farmers' professional cooperatives in Heilongjiang Province.The study foung that,lack of credit guarantee platform,the agricultural insurance system is not perfect,lack of perfect credit system and civil financial norms are not high are main problems.In addition,based on the analysis of the present situation and problems of financing and supply and demand mechanism of farmer professional cooperatives,this paper constructs and analyzes the theoretical model of mechanism design,studies the interests and the final strategic choices of the main body in the financing and supply coordination mechanism of cooperatives,Then discuss the influences of financial institutions' strategies,mortgage guarantee mechanism,agricultural insurance mechanism and rural private finance on the financing and supply mechanism of cooperatives.The result shows that the loan condition set by the financial institution for risk considerations limit the financing of the cooperatives.When the collateral and agricultural insurance variables are introduced,the default risk of the cooperatives and the loan interest rate of the formal financial institutions can be reduced to a certain extent,and the rural private finance can broaden the financing channels of cooperatives.Finally,according to the conclusion of the above model,this paper puts forward the concrete countermeasures and suggestions to construct the coordination mechanism of farmers 'professional cooperatives in Heilongjiang province from the aspects of government behavior and the behavior of supply and demand in combination with the financing and supply and demand mechanism of farmers' professional cooperatives.
