Since the reform and opening up, with the establishment of market economy system, the conflict between agricultural production and social production increasingly prominent, and the rural economy is once again facing a new change. The core of this round of changes is to improve the farmers 'self-organization, re-shape the organization of farmers' cooperation carrier, in order to adapt to the inherent requirements of docking the industrialization of agriculture and rural modernization. It is in this context, farmers' professional cooperatives rapid development of "small farmers" to "agricultural" fragmentation "and" organization "has become the trend of rural economic development. The development of farmers' professional cooperatives widespread the problem of insufficient capacity, its vigorous development of more or government level is strongly driven by based cooperatives lead the persons participating in the value of farmers and other related subjects to achieve their own needs is not fully reflected. This problem has been seriously hampered the sustainable development of farmers' professional cooperatives.Firstly, through the cooperative origin and rise of the different characteristics of the development of cooperatives in the world make an analysis, review of historical changes from the perspective of the leading promoters of the development of cooperatives in China, pointed out that the government needs and the needs of farmers cooperatives to the smooth development of the original power resides. This paper argues that four aspects of farmers' professional cooperatives stakeholders including central government, local government, farmers,cooperatives lead the people. Farmers based on their own reality needs to seek joint cooperatives lead the people reached consensus on the interests of the demands of such an interest on the endogenous driving force of sustainable development of farmers' professional cooperatives; central and local governments also based on interest demands continue to give the farmers 'professional cooperatives in a variety of support and promotion measures, the exogenous driving force of the sustainable development of farmers' professional cooperatives. By building professional farmers cooperatives sustainable development of the conceptual model of the dynamic mechanism, the central government, local governments, farmers, cooperatives lead the people in four aspects in the sustainable development of farmers' professional cooperatives to carry out a specific analysis, and proposed within and outside power mechanism, farmers' professional cooperatives generally will the formation of the company type, content type, immersive three development trend.Through empirical research on the development of Anqing City, Anhui Province, farmers' professional cooperatives, initially clear, there are three outstanding problems of the current farmers' professional cooperatives for sustainable development, namely the Policy Co-ordination of state support for the development of cooperatives, the local government to promote the cooperative development efforts issues, and the adaptability of the internal management of farmers' professional cooperatives. This paper argues that the farmers' professional cooperatives to promote regional economic development, an important organizational form to accelerate the pace of regional agricultural industry, government guidance, support and services to its achieving sustainable development. From the three aspects of the co-ordinate and improve the government's support mechanisms, norms and strengthen internal operating mechanisms, stimulate the vitality of the regional innovation policy recommendations to promote farmers' professional cooperatives for sustainable development.
