Research On The Measurement And The Temporal And Spatial Variation Features Of Cultivated Resource Value Of Qiqihaer City

Cultivated land for human survival and development of the economy provides not only satisfy people’s life need of food and production data,at the same time,to safeguard national food security and social stability plays an irreplaceable role.Since China’s reform and opening up,the rapid development of our country industry leads to a large amount of cultivated land occupied and cultivated land area has fallen sharply,cultivated land protection problem that not allow to ignore.At the same time,the cultivated land as the main source of food and produce crops in our country,not only has economic value,but also purify the ecological environment for human beings to,regulating regional climate,maintaining biodiversity and other ecological value,per-capita arable land area is relatively low in our country,the rural social security system is not perfect,under the condition of cultivated land has safeguard regional food security and safeguard social stability and other social value.Therefore,to solve the problem of contradiction between human and land,not only we should take corresponding measures to protect the cultivated land area,but also at a deeper level of limited arable land resources in the exploration,not only to recognize the cultivated land resource has economic value,also want to to attaches great importance to its social value and ecological value,improve the total value of cultivated land resources.Only an overview of the various aspects of cultivated land resource value,will manifest and the potential value of the cultivated land resource value system into the cultivated land resources,such ability at the same time in the use of cultivated land,cultivated land resources sustainable development.Qiqihaer city is located in the Songnen plain of Northeast China,is the second largest city in Heilongjiang province,and the national important green food base,one of the important commodity grain production bases.Taking Qiqihaer city as an example,on the basis of defining the cultivated land resource value connotation,the use of alternative income reduction method,market method,the methods of equivalent factor method of Qiqihaer city in 2005-2014,respectively,the economic value of cultivated land resources,the paper studies the social value,ecological value,respectively,from the Angle of time and space research Qiqihaer city cultivated land resource value,the change of cultivated land resources value analysis of Qiqihaer city 10 years and 2014 Qiqihaer city urban areas and various counties(city)the difference of the value of the cultivated land resources situation,for the costs of land acquisition compensation standard to determine and the price of farmland in farmland circulation to provide the reference basis.Main research results are as follows:(1)through summarizing domestic and foreign research progress about cultivated land resource values,combing the cultivated land resources value theory,the cultivated land resource value into economic value,social value,ecological value and the proceeds reduction method,substitute market method,the equivalent factor method respectively to the economy of cultivated land resource value,social value and ecological value is calculated,finally,the three value value summation of cultivated land resource value.(2)the time scale of Qiqihaer city in 2005-2014 cultivated land resource value calculation,can get 10 years Qiqihaer city cultivated land resource economic,social and ecological value and the change of cultivated land resources value situation,presents the growth.Including 2007,2009,2013,the cultivated land resources value decreased relative to the previous year,mainly due to 2007,2009,appeared in 2013 in Heilongjiang province history rare Xia Han even the summer drought and flood disasters,Qiqihaer city as a major grain producing areas,crops to the affected area is larger,food production is low,the corresponding year of economic value and ecological value of cultivated land resources was low,so the 2007,2009 and 2013 Qiqihaer city cultivated land resource value decreased compared with the previous year.(3)spatial scales,using the same method of Qiqihaer city in 2014 and various counties(cities)of arable land resources value calculation,and combined with ArcGIS spatial analysis technology,the analysis of Qiqihaer city urban areas and various counties(city)the spatial distribution of cultivated land resource value,the results show that the city of Qiqihaer city urban areas and counties in 2014 space distribution of cultivated land resource value,among them,Qiqihaer city downtown,Longjiang county,Baiquan for cultivated land resources of high value areas,Nehe county,east of cultivated land resource value lower region.Cultivated land resource value is highest,Longjiang county cultivated land resource value is 1.315 million yuan;Cultivated land resource value min Nehe,cultivated land resource value of 894200 yuan,both differ 420800 yuan/.Thus,Qiqihaer city urban areas and various counties(city)of cultivated land resource value differences.At the same time,the economic value of cultivated land resource only account for part of the social value and ecological value accounts for a large proportion,the internal structure of cultivated land resource value different in different areas.We can’t only focus on the economic value of cultivated land resource,realize the sustainable utilization of cultivated land resources.(4)In Qiqihaer city land expropriation compensation and farmland circulation problems,should be rebuilt land expropriation compensation standard and the establishment of farmland transfer valuation method and standard advice,both is advantageous to the cultivated land protection,cultivated land resource sustainable use.
