Research On Water Conservancy Security Of Economic And Social Sustainable Development In JiLin Province

Water as a natural resource and economic resources,is the most active elements of the ecological environment.It is listed as one of the top three worldwide strategic resources by the United Nations with food and oil together.Water conservancy plays indispensable and irreplaceable role in the security of human survival,development of economic and social,and sustainable development of ecological environment,which leads to the highly concern of governments and society.With the rapid sustainable development of global industrialization,urbanization and agricultural modernization,population growth,economic development,social progress and environmental improvement,the demand for water resources is even greater than before.Meanwhile,all kinds of sustainable developments is more and more rely on the water.In relation to which,regional water shortage,frequent water disasters,water ecological damages,water pollution and other related issues are emerging day by day.Jilin Province located in the center of Northeast Asia,and also positioned in hinterland of northeast China.It is an important industrial base and commodity grain production base in China by virtue of its excellent geographical advantages and unique regional advantages,which plays an important strategic role in regional economic developing in Northeast Asia.Besides,under the local resource and climate conditions,the total amount of average water resources is 39.8 billion cubic meters,which ranks the 20 th in China.Jilin,as one of the one of the country's moderate water shortage province,its water resources is lacking,uneven distribution,utilization-protection imbalance and inharmonious water utilization structure.According to the regional development and sustainable development strategic deployment of Jilin Province,it is of great theoretical and practical significance to study and analyze the regional water conservancy construction in order to guarantee the sustainable development of economic and social.This paper carries out extensive investigation and study based on the literature and theoretical research and the actual situation of Jilin Province.It predicts the indexes of sustainable development of regional economic and social development through archival data,calculation and analysis data and statistical forecasting index,which supported byactual survey data and supply and demand balance analysis.Meanwhile,it analyzes security factors of supply and carrying capacity based on resources distribution so as to emphasize the problem orientation.Besides,the paper coordinated the relevant theoretical towards sustainable development,regional development and environment development,and deeply integrated the sustainable development of economic and social needs and the supply of elements.It promotes the strengthening of regional population and co-ordination among economic and social,ecological environment and water resources elements.Under the premise of dual control of the total consumption of resources and carrying capacity,it suggests to implement regional Water-based society to enhance the allocation of resources and carrying capacity so as to expand the usage of recycled water,and build a comprehensive well-off society to adapt to the water security system and make the countermeasures for protecting the sustainable development of economic society.
