Hunan-Guizhou-Guangzhou concentration areaon non-ferrous metal metallogenic belt,belong to ore of non-ferrous metal industry,is the accumulation of non-ferrous metals industry development in our country at the same time.The structure of the mining industry is the composition of the mining industry and reflects the relationship and proportion between the upstream and downstream of the all types of mining industry.Reasonable mining structure is the prerequisite of sustainable development of economy and ecology.Chenzhou city in Hunan Province,Ganzhou city in Jiangxi and Shaoguan city in Guangdong,three concentrated locations of non-ferrous metal industry,are all located in Hunan-Guizhou-Guangzhou concentration area of non-ferrous metal industry,which have another name that the red triangle area.Three of them have accelerated the progress in local economies during the past years,but at the same time all faced emerging low efficiency in economy and environmental problems.These problems and requirements render research ultimately significant and urgent on the upgrading and optimizing of industrial structure of non-ferrous metals in Hunan,Jiangxi and Guangdong.This paper aims to address the plights of these three cities by making full use of each and regional advantages from the perspective of regional economy.This paper analyzes the non-ferrous metals industry in Hunan,Jiangxi and Guangdong provinces from the point of macroscopic level.This study uses the PEST analysis to introduce the present situation of the nonferrous metal industry in The Red Triangle area.On the basis of this,the comprehensive benefit of non-ferrous metal industry structure in The Red Triangle region is evaluated by using the gray evaluation method based on the central triangular whitening right function from the aspects of industrial efficiency,environmental capacity and specialization level.According to the research of domestic and foreign scholars and the characteristics of non-ferrous metals industry in The Red Triangle area,the comprehensive benefit evaluation index system of non-ferrous metal industry structure is constructed,including 10 secondary indicators: sales profit rate,the proportion of the total profits and taxes of the metal industry,the proportion of the number of enterprises,the value of the location of business,science,technology spending and energy saving and environmental protection investment and so on.After the basic data on the extreme value of the standard processing,the entropy weight method is used to construct the comprehensive benefit evaluation model of non-ferrous metal industry structure in Hunan,Jiangxi and Guangdong regions.Aiming to improve the efficiency of non-ferrous metals industry,to achieve the optimization of non-ferrous metal industry structure,the study on the industrial chain is mainly based on DEA model to analyze efficiency in the industrial chain between the upstream and downstream of nonferrous metals industry.This paper builds the index system,based on the characteristics of non-ferrous metal industry selection and smelting and processing.Throughthe above research found that Chenzhou and Ganzhou non-ferrous metal industrialstructure is better than that of Shaoguan,and effective in the mining industry and smelting processing.Shaoguan non-ferrous metal industrial structure is relatively weak,and the mining industry efficiency is invalid.The results show that the technical level and scale of nonferrous metals industry do not match in Hunan,Jiangxi and Guangdong provinces,and the comprehensive benefit of industrial structure is not high.In summary,this paper aims to solve the problems of Hunan,Jiangxi and Guangdong provinces,and puts forward concrete measures to optimize the structure of nonferrous metals industry.
