The Research On Performance Of R&D Input Of The Central Rigion

After the financial crisis,countries adjust the economic development plan,shifting the development focus to electronics,information,biotechnology,new energy and other emerging industries,in order to cultivate new economic growth points,to seize the commanding heights of development.Currently,Scientific and technological innovation is placed in the core of the Chinese development of the overall situation,to build an innovative country.A country’s scientific and technological strength and core competitiveness are closely related to the scale of R&D activities,increasing R&D investment and improving the performance of R&D investment are conducive to promoting scientific and technological progress,to achieve innovation and development.At present,China’s R&D input and output showed an increasing trend year by year,but the lower quality of the output,the performance of R&D investment compared with developed countries,there is a certain gap.At the same time,due to the uneven development of eastern and western regions,there are significant regional differences in the input and scale of R&D activities.With the change of the environment at home and abroad,the transfer of industrial gradient,the strategic position of economic development in the central region is steadily improving.Therefore,how to improve the performance of R&D investment in the central region is of great significance to promote the development of scientific and technological innovation,change the mode of economic development,and adjust the industrial structure.The paper evaluates and analyzes the R&D input and output situation in the central region,based on the Endogenous Growth Theory,Regional Science and Technology Innovation Theory as well as Input-output and Efficiency Evaluation Theory,through combing the relevant literature,the research status at home and abroad are summarized.According to the data of R&D activity in recent years,the present situation of R&D input and output in central region is analyzed and compared.It is found that there are some characteristics such as the continuous growth of total amount,the unbalanced structure,the low proportion of researchers and the obvious regional differences.Based on the study of other scholars,the data envelopment analysis(DEA)and factor analysis are combined to further analyze the efficiency of R&D investment in the central region by longitudinal and horizontal comparison.The study found that Hunan,Hubei and Anhui fared better,ranked first in the region,followed by Shanxi and Jiangxi.According to the R&D input-output characteristics and the results of empirical analysis,the author put forward to optimize the investment structure,smooth the R&D funds sources,adjust the R&D personnel input,promote output transformation,building a scientific evaluation system and other countermeasures to enhance R&D investment performance of the central region.
