Hainan province is the largest special economic zone and tropical island province in China,which attaches great importance on the city's green development and ecological balance.In the past 30 years,Hainan has made remarkable achievements in economic and social development.Hainan power grid has achieved fruitful results through unremitting efforts since joining the southern Power Grid Corp.According to the conditions of Hainan Province,Hainan Power Grid Corp has constructed a power grid with distinct island characteristic,and built a safe,economical and clean electric power supply system."13th Five-Year" is a historical juncture of China's economic transformation and upgrading,China will implement the development concept of coordination,green,open,sharing,and point out the direction and the way for the scientific development of the power industry.In the future,Hainan power system will play a vanguard and main force in the green development.At the same time to fully understand their own ecological advantages,it should seize opportunities and speed up the development of planning,then building a green development model with the characteristics of Hainan to achieve green rise of Hainan electric power.In order to speed up the green development of Hainan electric power,a scientific and effective evaluation system of green development is needed to evaluate the green development of Hainan electric power.Firstly,based on the research and analysis of the current situation of the development of green power at home and abroad,this paper analyzes the connotation of the green degree of Hainan electric power.Considering the optimization of energy structure,the efficiency improvement of power transmission and distribution,and the service of the electric energy sale link,this paper gives the definition of the green degree of electric power.Secondly,according to the evaluation index of the ten selection principle,this paper has selected the indicators of the green power development from the generation side,distribution side and the sale of electricity side.Then according to the correlation between the index value and the power green degree,establishing the index system of Hainan electric power green degree.Next,according to the definition of power green degree,the calculation method of power green degree is proposed,and the total environmental value of pollutants discharged from power system unit in Hainan province is calculated.Then we establish the Hainan electric power green degree evaluation model,and put forward the calculation method of Hainan electric power green index.Then evaluate the green development of Hainan power system in horizontal and vertical by two examples,which proves that the Hainan electric power green degree evaluation model has practical application value,and the evaluation result is true and reliable.Finally this paper builds an evaluation system of Hainan electric power green development,which can visually display the relevant data of Hainan electric power green degree,so as to evaluate the green development situation of Hainan electric power system more directly.In addition to evaluate the green development of Hainan electric power system,the model proposed in this paper can be widely used in the evaluation of the power green degree of other provinces.This model can provide important theoretical basis for the country to build green development standards of electricity,and promote the green development of the entire power industry in the country.
