National Bureau of statistics released 2016’s macroeconomic data show that China’s urbanization rate has exceeded 50% on 2016.The development of urbanization in C hina is inseparable from the modernization and intensive development of agriculture,urbanization and intensive development of agriculture are the twin wheels that to promote rural economic development.However,the development of China’s agricultural industry has always been a problem of low capital inflow and financing difficulties.The rural land was the base production in agricultural production,construction land monetization is the largest institutional bonus owned by the government currently.a new round of reform of rural land property rights,land circulation,rural land management right mortgage is an important dividend release process,it brings the monetisation of agricultural land which has widened the financing channels for the development of agricultural economy will play a huge role.Rural land management right mortgage as a new business for financial institutions cancan help to solve the agricultural producers financing issues on the process of expand production,but the land management rights as collateral is different from the common mortgage such as house property,the particularity of rural land management right formed a special risk.the paper based the study of domestic and foreign rural land property mortgage risk control management and put the land rent theory,property rights theory,rural financial theory as the theoretical basis to discuss rural land management right mortgage loan From the perspective of risk prevention and control.firstly We divided the course of development of C hina’s rural land system into three stages,with a series of relevant laws and policies about rural land,this land management right mortgage,elaborate the development background and context,defines the connotation of rural land management right mortgage.Then,the paper analyzes the risk points in the process of rural land mortgage business,reveals the form and mechanism of the credit risk,and constructs the risk evaluation model.Finally introduced the pilot area condition of N ingxia Tongxin and Fujian Mingxi,designed construct rural land management right mortgage risk control system by referring to above practices,and propose some suggestions aim at the risk factors and problems of rural land management right mortgage loan. |
