Reserch On Erenhot-Uud Cross-border Economic Cooperation Zone

Entering the 21 st Century,how to change the mode of economic development to adapt to the world economic globalization and the integration process has become an important issue.At present,as an important way to develop and strengthen the regional economy,the cross-border economic cooperation zone is becoming more and more popular.In the present situation,the development of cross-border economic cooperation zone in the region and seeking for common development in a wider area of the region have become a trend of the times.Since the reform and opening up along with the China's opening degree is increasing,especially the proposing A Belt and a Road "strategy,how to integrate the" A Belt and a Road " to deepen economic and trade cooperation with neighboring countries has become of great mangnificance.On August 22,2014,President Xi Jinping delivered a speech at the great Hural of the outer Mongolia clearly puting forward to establish cross-border economic cooperation zone on Erenhot-Dzamiin-üüd between Mongolia and China..In recent years,Erenhot actively promotes the consultations and argumentation from different levels,and the Sino Mongolian border economic cooperation zone research and construction work into the fast lane.The paper is based on the reference of other experts and scholars on the basis of the theoretical research and results that have been formed,and combines with the actual situation of Erenhot-Dzamiin-üüd border economic cooperation zone using the SWOT analysis method on the construction of the strengths,weaknesses and opportunities and threats,considering the basic Mongolia development of cross border economic cooperation zone have owned strong planning and construction progress,and obvious advantages,"A Belt and a Road" strategy is as a tonic for cross border economic cooperation zone and also aware of some Unblocked channels,such as water resources shortage disadvantage,and facing sovereignty and the potential threat of collaborative management.But these are policy support and theoretical basises for the construction zone to promote the Sino Mongolian border economic cooperation.the paper conducts a design from the aspects of promoting Mongolia to achieve interoperability,an implementation of the inter basin water diversion project,the problem of application of law,innovation and a scientific reasonable management coordination innovation mechanism,innovation levels of trade and investment and tax policy,strengthen the industrial cooperation.the ideas of which are practical and targeted.This paper consists of five chapters.Chapter 1 introduces the research background and significance,research status,research methods,the Department;Chapter 2 elaborates the concept of cross border economic cooperation zone and three theoretical basis,industrial cluster theory,comparative advantage theory,and analyzes the significance to guide Chapter 3 studies the basic concept of the zone,the threat on the zone and the advantages and disadvantages in order to promote the zone and a theoretical basis for the construction.Chapter4 talks about the relevant literature and research situation at home and abroad,the zone characteristics and commonness,some provided reference and inspiration;Chapter 5 is aimed at the existing problems and puts forward specific countermeasures and suggestions.
