Study On The Quality Control Behaviors Of Cow-raising Households Or Farms In Supply Chain

China is the world’s third largest producer of raw milk,but China’s dairy quality and safety status is worrying,safety accidents such as "melamine" toxic milk powder,toxic and hazardous substances frequently endanger the lives and health of the vast number of consumers and the sustainable development of China’s dairy industry.How to effectively prevent and control the quality and safety of dairy products has become the focus of government,academia and enterprises.Domestic and foreign experience in livestock product quality control shows that the implementation of supply chain management,construction by dairy farmers(including dairy farming retail,breeding specialized households and large farms,the same below),dairy processing enterprises and vendors as the main participants,is an effective way to solve the quality and safety problems of dairy products in China.The quality control behavior of dairy farms in supply chain environment plays an important role in protecting the quality and safety of dairy products from the source.Based on supply chain management,quality management and behavioral science and related theory,the integrated use of systems analysis,statistical analysis,game analysis and other methods,this article has researched on supply chain environment quality control behavior problems related to dairy farms.from five aspects such as the basic theory,descriptive analysis,econometric analysis,the evolution mechanism analysis and countermeasures.Conceptual definition and theoretical elaboration are the basis of this study.Based on the conception and connotation of quality control behavior of dairy farms under supply chain environment,this paper expatiates the content and function on the aspects of input,epidemic prevention and control,environmental maintenance,breeding archives,animal welfare,facility disposition and cooperation coordination.The study shows that dairy farmers in inputs,disease prevention and control,environmental protection,breeding archives,animal welfare,facilities configuration and cooperation coordination of cognition and behavior directly affect the quality of raw milk.The cognition and behavior of dairy farmers’ quality control are the main contents of this paper.The status quo of cognition and behavior of quality control in dairy farms were analyzed from the aspects of inputs,disease prevention and control,feeding environment and breeding archives,based on 569 questionnaires in 10 provinces of Inner Mongolia and Shandong.The results showed that the respondents were generally unfamiliar with the quality standard of the raw milk,had better quality control behavior in breeding,forage planting and veterinary medicine procurement,had poor behavior in disease control and prevention,well done in terms of welfare,but not enough in terms of health maintenance norms.The will of dairy cow farm household behavior to implement total quality control factors analysis is the key content of this research.Based on 569 questionnaires survey data,first using multivariate ordered Logit model to determine the cow farm household behavior to implement total quality control of the will of the influencing factors,and then use the ISM model to determine the relationship between various influencing factors and hierarchy.The results show that the policymakers’ cultural degree,fixed number of year of the cultivation mode,cultivation,breeding scale,specialization,veterinary medicine standard of cognition,disease prevention and control the cognitive cognition,raw milk quality standard,facilities configuration cognitive and behavioral attitude,coordination and government’s support will have a positive influence on behavior.Among them,the behavior attitude,cooperation,coordination and government’s support is the direct factors of surface layer,raw milk quality standard cognitive,disease prevention and control standard cognitive,cognitive and veterinary drug standard cognitive facilities allocation standard is middle indirect factors,and the degree of culture,breeding time,cultivation mode,cultivation scale and specialization degree is deep root causes.The quality control of the supply chain environment dairy farmers is an interaction with dairy processing enterprises under from junior to senior evolving process.Based on the theory of double-population evolutionary game theory,the quality control strategy of dairy farmers with high and low quality and the high and low quality inspection level of dairy processing enterprises was analyzed.The results showed that the evolution direction of quality control strategy selection between dairy farmers and dairy processing enterprises is affected by seven factors(including 13 variables),such as quality prevention cost,quality inspection cost,raw milk purchase price,dairy sales price,market supervision intensity,external income and its distribution coefficient,external loss and its apportionment coefficient.The specific effect is: that reducing the cost of high and low quality prevention and poor quality inspection cost difference,expanding the high and low quality raw milk purchase price difference and dairy sales price difference,strengthening market supervision,improving external income,optimizing the profit distribution coefficient,increasing the amount of punishment(Increase potential losses),a reasonable share of losses,will promote dairy farmers and dairy quality control strategy to the direction of good cooperation.The results of elasticity analysis further show that the effect of quality control cost,dairy quality inspection cost,dairy sales price and external potential loss are more obvious.Optimizing the quality control behavior of dairy farmers is the foothold of this article.This paper puts forward some suggestions on how to optimize quality control of dairy farms from three aspects: dairy farm households,high quality dairy supply chain and government.Strengthen its cooperation with dairy processing enterprises,and strengthen the support of dairy farmers in terms of technology,capital and inputs,and establish an equitable relationship between the dairy farmers and the dairy industry;from the perspective of the supply chain,enhance their own quality,enhance their own characteristics,establish a rational allocation of benefits and risk-sharing mechanism,increase supervision and punishment of dairy farmers quality control behavior;from the government point of view,strengthen publicity and education on quality control behavior,strengthen support,improve dairy farm quality control,and strengthen supervision.
