Evaluation On Industry-University-Researc Collaborative Innovation Ability Of Four Econimic Distrition In China

The technology innovation resources are extremely active in the 21st century,not only embodied in a single main body,but also in the integration of enterprises,universities and research institutions;Not only in single area,but also in the cooperation among areas.Industry-University-Res-earch(IUR)collaborative technology innovation,an effective means of resources allocation could stimulate the national core competitiveness and the social economic development,and become an important part of national innovation system and the key breakthrough promoting national independent innovation ability.According to the new situation in our country,developing rapidly on economy and society,four economic partitions were established,including east,northeast,central and west China.The development of four economic partitions attach great attention of CPC Central Committee and the State Council,related documents were print and distributed for further identifying and promoting the development policy of exploiting the West,revitalizing the Northeast,upgrading the Central,and take the East as the leading.Li Keqiang,Prime Minister of China,declared again in the government work report to make "The 13th Five-year" plan for the west area,to carry out a new series strategies for the northeast area,to reappear the prosperity of the central area,and support the eastern region as the leader in the development in 2017.Based on the research status of IUR Synergy home and abroad,the background and research significance of IUR technological collaborative innovation were elaborated,and research literature and theory on domestic and foreign IUR collaboration were clarified firstly in this study for further research on the IUR collaboration innovation model and lay foundation for following study;Secondly,based on technological innovation input and output of IUR,status on innovation and influencing factors of the main three innovation bodies in four economic partitions of China were analyzed;A new IUR technological collaborative innovation model were constructed consist of innovation subsystems of largescale enterprises,universities and research institutes,and synergy degrees of four economic divisions were measured for comparison using complex system synergy degree measurement model;Finally,we summarized the main results and put forward corresponding countermeasuresThere were two main conclusions in this study:(1)the IUR synergy degrees of four economic divisions inside were all low and obviously not coordinate;(2)The IUR synergy degrees among four economic partitions were significantly different which was significantly higher in eastern region than those in central,western,and northeast region.The reasons for low synergy degree of IUR collaborative innovation were summarized,including lack of restricting and encouraging ways in system and mechanism,uncertainty of profit distribution and risk undertaking,and unsound evaluation system.And the corresponding countermeasures were promoted,including perfecting law and regulations,improve mechanism on benefit and risk share,strengthen evaluation system,etc.The reasons for higher synergy degree in the east were considered to the better inner environment of IUR,and more participation of enterprises in IUR cooperation,and more excellent university and research institutes,we proposed to increase policy support,promote enterprises' activity,and integrate the university and research institutes resources in central,western and northeastern area to balance the IUR synergy degree of four economic distribution.
