Agriculture is the foundation of the country,developing organic agriculture is an important breakthrough to promote the modernization of agriculture,developing organic agriculture is in line with the sustainable development of agriculture,developing organic agriculture is conform to the post industrialization,post urbanization period of people’s demand for green food.The leading organic agriculture areas in China are Jiangsu,Zhejiang,Taiwan and Yangtze River,while in the Western Hills,the level of developing organic agriculture is still in the initial stage.To seize the commanding heights in modern agricultural development,as a poor area,Xichong County based on the nature resources and established the strategic goal of "the organic food base in western of China".After several years,Xichong county has been the first batch of certified organic products demonstration counties and the only organic food base in Chengdu Chongqing Economic Zone Development Plan,and Xichong has won many award,such as "the national ecological civilization demonstration project pilot counties","the national agricultural sector reform and the construction of a pilot demonstration area","the first batch of national clean energy production demonstration county","National Model Green County","national e-commerce demonstration county rural comprehensive".During the delelopment of organic agriculture process,the government at all levels becomes the dominant force,and plays an irreplaceable role in promoting organic agricultural development.Under this circumstance,this article attempts to carry out the empirical research of government behavior in the organic agricultural development,and explores the role mechanism of government in the organic agricultural development,and summarize some experiences and enlightenments that can be used for reference.In this paper,through the investigation of organic agriculture’s related participation subjects in Xichong County,according to the research route of proposing problems,analyzing problems and solving problems.The first part briefly describes the background,significance,literature review of developing organic agriculture and the theoretical basis,then put forward the research ideas and research methods.The second part expounds the survey design,survey and empirical data sources and other content.The third part extractes the literature data and questionnaire data,gets the conclusion of the investigation.The fourth part analysis the results of the survey.The fifth part points out some relevant suggestions.The sixth part summarize the research conclusions and enlightenment.This paper will use literature review,expert interview and questionnaire,analyze the current situation of the development of organic agriculture in Xichong County,investigate Xichong county government’s main behaviors and effects in organic agricultural development,try to from multi angle analyze the main problems of government behavior in the development of organic agriculture in the County,and put forward related suggestions.
