Study On Organic Agriculture Industry Development Of Baoying County And Jurong City In Jiangsu Province

The healthy production and consumption concept that the organic agriculture, a fast developing, sustainable and environment-friendly agricultural production mode promotes, have been gradually and broadly accepted. Baoying County and Jurong City are two of the fast developing areas of organic agriculture in Jiangsu Province. Baoying County is the first demonstration county of organic food base in China; Maoshan Organic Agriculture Demonstration Base in Jurong City is a national organic food production base. As an energetically developed characteristic agriculture industry, organic agriculture in Baoying County and Jurong City has certain representativeness in the development of organic agriculture industry in Jiangsu Province. Their exploratory practices have shown some important implications for the development of organic agriculture. In this paper, the analytical framework chart of organic agriculture industry development was constructed. The main development models, development experience and constraints were analyzed through systematic investigation on organic agriculture development in these two areas, further development proposals were put forward.The main results are as follows:1、According to the life cycle theory of industry development, the development of organic agriculture in Baoying County is in the formation stage of the industry, which requires plenty of production inputs and its products are in the stage of market exploitation; the development of organic agriculture in Jurong City is in the growth stage of the industry and its scale shows a growing trend.2、The typical characteristics of the organic agriculture development in Baoying County is the top-down government-led development. Through the strong financial support by introducing large capital, the industry management model of "Enterprise plus organic farming cooperative plus farmer" is successfully applied; In Jurong City, the bottom-up organic agriculture development is promoted to the whole village through setting up organic farming specialized cooperative. If the local government is able to introduce industrial and commercial capital to develop organic agriculture, Baoying County’s development model is worthy of promotion; If the local government is short of capital investment, Jurong City’s development model can be promoted as a sustainable development of agriculture.3. The advantage of Baoying Huxi Island Organic Farm Company’s development mode is to reduce the transaction cost of the company through its effective cooperation with the rural elites. However, the yield is taken as the only criterion for the profit distribution, the deficiencies of this mode is the high possibility of the opportunistic behavior of farmers. The advantages of organic agriculture development model in Jurong City are that the professional cooperative under the leadership of village Party could more easily obtain government’s attention and support so as to improve the organization degree of farmers, while the shortcomings of this model are that the cooperative depends too much on the government support, the lack of funds and management talents restrict the development of cooperative.4、The constraints of the organic agriculture development in Baoying County include the lack of techniques of production, construction funding, scientific research forces, and policy support, etc.. While the insufficient management talents, the weak market construction and the narrow input channels are the bottlenecks of the organic agriculture development in Jurong City.5、It is suggested that Baoying County should focus on the development of organic rice, organic crab, organically-fed pig and organic aquatic vegetable industry, and explore the production technology and standards for large-scale organic farming, to build Baoying County as a national organic agricultural distributing center; Jurong City should focus on the development of organic rice, organic fruits, organic vegetables and organic livestock industry, and take advantage of the research strength of the Zhenjiang Agricultural Science Research Institution to gain the scientific research achievements and to build Jurong City as the national organic agriculture research and development center.6、The suggestions for the further development of organic agriculture industry in Baoying County and Jurong City are provided as follows:intensifying the policy support, supporting the development of leading enterprises or professional cooperatives, strengthening cooperation with scientific research institutes, enhancing promotional efforts of organic agriculture, training professional and technical talents and accelerating the construction of the information service system.Based on the analysis above, the general way of the regional development of organic agriculture is proposed:taking the industrialized management organizational model of "Leading enterprise plus professional cooperative plus farmers" as the core to promote the development of regional organic agriculture industry through policy support, capital investment, technology support and social propaganda.
