Mechanism Design Of Autonomous Rural Land Development:Under The Land Reform

The continuation of urban-rural binary opposition structure from the era of planned economy in China is a result of gradual reform since 1978.In recent years,the economy and society of China confronted with a pressure of change and update.Central government had begun the land institution reform,to cope with the local violation of law and regulations.The essay aims to consider the effect of current land institution and land reform in both non-agricultural development of rural land and the non-agricultural reconstitution of rural communities.Based on such research,it tries to raise up a model of autonomous rural land development that balanced efficiency and equity,and to complete the mechanism design.Among the isolated system of urban and rural land institution,the former is a govt-dominated swallow of rural land by cities,and the latter is community-run enterprises led blossom of super villages and small towns.The two modes is defined as urban expansion and spontaneous urbanization.The land requisition created huge space of rent seeking for local govt and dual structural land supply system induced speculation,led to the inefficient use of land during urbanization.Natural village communities deconstructed while administrative villages more or less reorganized,a system of interest distribution is established upon the recognition of community members,and a power system is built up around community elites.The administrative organization converged the social function and economic function by put traditional social order and modern company institution together.Such a new community has ambiguous rights division inside and has clear boundary outside.The shell protected the interest of the community and stopped the coalition of villages in regional scale.The land reform concentrates on the identification of ownership and the enlargement of use rights of land.The clarification of land ownership is going to repress the govt and capital oriented industrial urban sprawl.However the span of use right may lead to the scattered land developing action,encouraging the sprawl of population.The reconstitution of land ownership will break the closed boundary of rural community economically and socially,making it possible to improve the distribution of resources in larger space scale.So the author took the economic structural rebuilding as the breakthrough point,based on the scale effect principle,propose the conception of autonomous development and its mechanism design.The main subject of the model is rural development company,taking modern institution of stock-joint enterprises as organizing rule,and coalition of clear land ownership as object.The essay talked about the relationship between rural development company and traditional community-run companies,local government,exterior capital and social talents,proposed the program of land planning and developing.Finally,the author made assessment on the universality and expected effect of the model.
