In the 21st century, the internal structure of the economy has undergone a fundamental change. In 2014,Premier Li Keqiang put forward "public entrepreneurship,Peoples innovation",so all over the country actively carry out innovative work.In fact, the level of cities' development varies widely,we can't form a total innovation.American scholars found that the top 20 metropolitan areas brought together 37.4%of the population and resulted in 63%of the patents, indicating that the size of the city has relationship with innovation. So,does this situation exist in China? What kind of city is the most conducive to the creation of innovation? At present, most domestic scholars have not explored the geographical distribution of innovation from the urban level. Therefore,in this paper,it takes 50 cities in China as the research objects,to promote the key factors of innovation in order to determine the distribution trends of innovation in China. It is of great realistic significance to enhance China's technological innovation and carry out the new urbanization process.Based on the domestic and overseas existing research findings, this paper investigates the relationship between city scale and technological innovation by using qualitative analysis and quantitative analysis. This paper starts from the triggering mechanism of innovation, the effect of diffusion and the agglomeration effect, using the theory of agglomeration economic to research the impact of urban scale on innovation capacity. Then the paper takes 50 cities in China as the research object, adopting the panel data model for empirical analysis. The size of the city is measured by resident population, and the number of patent applications is used to represent the technological innovation. The role of city size in innovation capacity is analyzed empirically. Finally, the paper takes Shenzhen as an object to analyze the relationship between city scale and technological innovation. The main conclusions of this paper are as follows:(1)Resident population has a significant positive impact on innovation, and is the greatest degree of impact. When the resident population increase by 1%,the number of patent applications increased by 2.56%.(2)Human capital and R&D investment have a significant positive impact on the city's innovation output. It means that the generation of innovation relies on not only the increase of population, but also increasing the quality of the population and capital investment in order to improve the output of innovation.(3)FDI has a positive impact on the city's innovation output. It shows that we can improve the level of urban innovation capacity by using foreign capital, strengthening the introduction of technology and deepening the effective learning and absorption of foreign technology.(4)The scale of cities has a significant positive effect on innovation output, which shows that the cities with population agglomeration are more conducive to innovation. Therefore, promoting urbanization and encouraging urban development is an effective way to improve China's innovation capacity.
