| With the concept of scientific development,human-oriented and the construction of harmonious society of modern society,the government is placed great expectation,especially the maintenance of social security responsibility,dealing with emergency management and recue ability are the key points to reflect government’s ruling ability.Government is also aware of the importance of development of emergency industry,although current emergency industry development is not mature,which is still being exploration stage,and there are several multiple problems regarding unreasonable industrial structure development,low level of science and technology and the shortage of emergency equipment production.Therefore,this article starts with choice of emergency industry investment and financing model,puts forward the concept which private capital participate as ppp model in the emergency industry development,aiming to improve the current emergency industry development condition,optimizing the allocation of social resources and to promote social and economic development.However,there are many ways to operate PPP model in real application,and PPP model derivatives many new forms.For instance,when the public sector applies the PPP model to an emergency industry project,how to determine a certain operation way of specific emergency projects,how to balance the risk and return of the project,how to make the private enterprises and the government cooperate with different interest demand and achieve both sides and utility maximization of social welfare,is the key problem whether a PPP model can achieve the purpose or not in application of emergency industry.This paper analyzes the concept and characteristics of private capital,PPP and emergency industry and summarizes the current research situation,also analyzes the development environment,applicability and countermeasures of private capital in PPP mode to participate emergency indu.This paper analyzes the concept and characteristics of private capital,PPP and emergency industry and summarizes the current research situation,also analyzes the development environment,applicability and countermeasures of private capital in PPP mode to participate emergency industry with government and private department decision making mechanism.Based on the analysis results,it builds external packing,franchise and privatization’s complete information game model,also the model above is solved from the behavior choice of government and private enterprises.The final results illustrate the game model cannot get the equalization solution at the pure strategy angle.Therefore it analysis the game model from the perspective of the mixed strategies and get the Nash equilibrium of the three PPP models.Next the author take the research and study the results of the solution from the perspective of the government,private enterprises and social public.Moreover this paper discusses the significant elements that affect the selection of PPP projects and the results of the game. |
