Dealing with the occurrence of natural disasters needed emergency system. Anemergency system should include three important subsystems, which are demandforecasting in reserve locations, emergency point location and the distribution ofemergency supplies. This paper contains three aspects above emergency model system,from the perspective of mathematical modeling constructed. It provides the necessarytheoretical basis for designing a scientific emergency system. the model for powersystem is applied and verified by the Wenchuan earthquake. Details are as follows:The first part predicts the demand quantity in reserve locations. The designformulas of reserve index in reserve locations are constructed according to economicindex, population index, transportation index and aftermath devastation index. It alsoquotes G1method to analyze the weight of each index. Then it calculates the actualsupply demand of reserve locations using discrepancy between total demand quantityand reserve quantity through weight computation.The second part deals with the selection of emergency site. Center location modeland median location model, which base on the weights of the disaster, calculate themulti-objective optimization model to determine emergency locations. And it utilizesthe maximum coverage model for reference to improve the model in order to find theoptimum area to support.The third part combines the model in both the first part and the second part,builds an optimize model for the supply distribution. With the premise that the demandquantity of emergency location does not outweigh the supply quantity of reservelocation, it builds a linear optimal model regarding timeliness and weak economy basedon the minimum of transportation and cost.The fourth part carries out a case study of the model with the background of tentdemand in Wenchuan earthquake. The conclusion is as follows: using MATLAB tocalculate the tent demand quantity in reserve locations of Xi’an, Weinan, Chengdu andChongqing; finding out Wenchuan, Mianzhu, Chengdu, Pingwu, Qingchuan andBeichuan as the emergency core locations through center location model and medianlocation model and LINGO as well; using the maximum coverage model to determinethe emergency supporting areas; and finally making a tent distribution plan.The result of this paper fits close to the news data released in2008. Therefore, it isof great reality and guidance of the established model.
