The Improvment Of Service System Of The High-tech Business Incubator In Technology Entrepreneurship City In L City

High-tech business incubator as an important component of regional innovation system is the cradle which cultivates small and medium high-tech enterprises.It plays a significant role in adjusting national economy,facilitating upgrading of industrial structure and improving national innovation ability.Since the first high-tech business incubator was put into operation in Donghu Lake of Wuhan in 1987,technology business incubators have developed greatly in aspects of quantity,scale and quality.The development of high-tech business incubators cannot be separated from strong support of the government.Besides,there are numerous researches of academic circles on high-tech business incubators.The researches of Chinese scholars on high-tech business incubators mainly focus on the concept,type,property ownership,operation mode,performance evaluation and incentive policy.There are many theoretical research achievements,but few researchers start from the service system of high-tech business incubators,deeply analyze the needs of incubated enterprises and drive the growth of incubated enterprises through improving the service system of high-tech enterprises.Secondly,few researchers study the specific high-tech incubators from ecological view and put high-tech incubators in the whole innovation chain.High-tech business incubators and other innovative subjects are still in a loose alliance state.After summarizing the research status in recent years,the author holds that under the background of Innovation 3.0 and Industry 4.0,the government,high-tech business incubators,enterprises,financial institutions and intermediary organs should connect each other more closely and jointly constrtuct a more open,free and systematical innovation support system by taking high-tech business incubators as the core.Through establishing a healthy innovative ecosystem,each member on the innovation chain can be guided and simulated.In this way.the incubation efficiency will become higher,and the contributions to regional economy will be greater.Finally,favorable atmosphere of innovation incentive will form.On the above analysis,the author considers the view of innovative ecosystem can be applied to study mutual relations among each incubator subject and set up a service system which conforms to ecological view for high-tech business incubators.A symbiotic ecosystem can be created through improving service quality.To achieve this purpose,firstly,the relationship among research,development and application in high-tech business incubators should be classified,and the community needs of a high-tech business incubator as a small innovative ecosystem should be specified.Secondly,the evolution rules of innovative ecosystem should be expounded,and the factors and resources for the system to evolve from low level to high level should be made clear.Finally,the government should give full play to its promotion and guidance functions to innovate for the service system.The community development needs are met through technical services.In addition,the bridge between the market and innovative ecosystem is set up through technical services.Meanwhile,it is required to meet innovation elements and resources for system evolution,promote healthy system development and make it provide power continuously for the growth of innovative economy.In this paper,the author takes the high-tech business incubator of Science and Technology Entrepreneurship City in L City for example and analyzes community composition and system evolution mechanism of the high-tech business incubator.Secondly,questionnaire survey is applied to investigate the incubated enterprises,government,scientific research institutions and intermediary organs.The core service needs of incubated enterprises and interactions among relevant subjects are mainly taken into account.Ultimately,the improvment direction of service system of the high-tech business incubator is obtained.Finally,research conclusions are given.The existing problem is the improvement direction of this high-tech business incubator.Innovative ecosystem provides direction and inspiration for solving the problem and improving the service system of incubators.This paper offers reference for innovation and entrepreneurship of high-tech business incubators.
